- Justification IGF::CL::IGF The Bureau of Land Management (BLM), Ukiah Field Office requests the assistance of the West Lake Resource Conservation District (RCD), with the project oversight, management, and compliance for the implementation of the Eightmile Valley Sediment Reduction and Habitat Enhancement project in the South Cow Mountain Recreation Area, near Talmage, CA 95481. No other individual, contractor or organization has the extensive background and familiarity about this project and under FAR Part 6.302-1, if only one responsible source and no other supplies or services will satisfy agency requirements and there is a reasonable basis to conclude that the agency's minimum needs can only be satisfied by the unique supplies or services available from only one source or only on supplier with unique capabilities the government can enter into a non-competitive contract. Last year BLM received a 319(h) grant of approximately $750,000 from the California State Water Resources Control Board to perform wetland rehabilitation and erosion repairs, but BLM ¿s lost the Project Manager with the expert knowledge of the project through a medical retirement. The RCD has been working closely with the BLM ¿s Project Manager on this project from the beginning, when the BLM purchased the land in 1998. They have helped to provide input and assist with engineering design techniques that would be most beneficial for habitat enhancement and meadow restoration. As the RCD have had a significant involvement with this project for the past 18 years, their invaluable knowledge of the site and project make them the most qualified candidates for project oversight and management. The RCD has an extensive knowledge of the site and understands the rehabilitation tasks that need to occur for this project to be successful. During the initial project in 2005, through an assistance agreement with the BLM, the RCD hired and managed the contractor that performed the construction work. Having worked on the project in 2005, they understand what the original goal of the project was, how heavy winter storms impacted the site, and what is needed to repair damage and prevent further erosion of the meadow. They also assisted the BLM to acquire funding in 2012 to create the design plans that are to be used for this current project. The RCD has a great working relationship with the State Water Resources Control Board and has worked on numerous 3 l 9(h) grants in the past. Since they helped with putting together the grant package, they have a great knowledge of what is required for this project, not only the documents required for the grant, but also what is required for the rehabilitation construction to be successful. By hiring the RCD for the project oversight and management the BLM will be able to implement this meadow rehabilitation project to improve water quality within the Clear Lake watershed and reduce erosion within the meadow.
