Description
This Architect/Engineer procurement is restricted to Service Disable Veteran Owned Small Business (SDVOSB) firms located within a 150 mile radius of the VA Northern Indiana Health Care System, Marion Campus, 1700 E. 38th St. Marion, IN 46953. This requirement is being procured in accordance with the Selection of Architects and Engineers Statute as implemented in FAR Subpart 36.6. Applicable NAICS code is 541330 and small business size standard of $15 Million. The Architect Engineer (AE) firm shall provide architectural and design services necessary to furnish: A.The Architect/Engineer (A/E) firm shall furnish professional services for 100% design for project 610-15-105, Upgrade Primary Loop at VA Northern Indiana Health Care System, Marion Campus, 1700 E. 38th ST., Marion, IN 46953. The design will include Schematic Design, Design Development, and Construction/Bid Documents per the A/E Design Submission Instructions Document, Construction Administration Services, Technical Specifications and Cost Estimates. B.The A/E firm shall be responsible for site review of the facility in order to field verify existing conditions, documents and as-built drawings. C.The A/E firm shall provide final construction drawings in AutoCAD 2016 format. D.The A/E firm shall provide computations and sizing calculations for electrical designs. For computerized calculations, submit complete and clear documentation of computer programs, interpretation of input/output, and description of program procedures. E.The design will include three (3) parts: 1.Part - 1: Design of a construction project to address known deficiencies identified by various tests and observations by VA NIHCS noted below. a.Replacement of two (2) outdoor utility transformers that have exceeded their normal life expectancy and fail testing due to high levels of methane. b.Replace the 15KV loop switch that serves building 174. The switch displays signs of arc flashing and presents a hazard to the electrical staff when servicing. Failure could result in a prolonged power outage to the building. c.Replace two (2) 208V / 3-phase main distribution boards serving building 138. Both distribution boards are out-of-date and spare parts are no longer available. Replacement will require temporary power distribution during construction. d.Replace nine (9) outdoor utility transformers which fail CO2 testing including feeder cables from transformer to building main distribution panels. e.Correct breaker coordination based on the existing arc flash study which identified 96 incidents. Replace non-adjustable breakers with adjustable type or replace with newer panels that will accept adjustable breakers. f.Evaluate the 750 KW generator in building 175 to replace leaking oil seal on front main bearing or replace the unit. g.For all work indicated in paragraphs a thru f above, provide phasing plans to minimize power outages and interruptions to the campus, buildings, rooms, equipment and/or services. Indicate which work must be completed on nights or weekends. Indicate which work will require temporary power sources to be provided by the contractor. 2.Part - 2: Utilizing current electrical codes and VA requirements, conduct a review of the main electrical loop and identify violations and provide recommendations for improvements to the system. VA requirements can be found at VA OCFM http://www.cfm.va.gov/til/. The violations and recommendations will be used by VA to develop a future design project for construction. a.The review will include all underground vaults, conduits, duct banks, conductors, transformers and loop switches. b.The review will evaluate the general conditions, quantities, loads, locations, dimensions, serviceability and adherence to code and code violations. c.The review will provide recommendations for the changes in the location and path of the primary loop due to the decreased number of buildings now being served by the loop. Do not include buildings 7,10,11,12,18,24,25,42,60,118 and 122. 3.Part - 3: Conduct a review of the existing emergency power distribution system. Review findings will be used by VA to develop a future design project for construction. a.Identify the available emergency power capacity and condition of existing emergency power distribution equipment. b.Identify equipment not currently backed-up by emergency power that is required to be by the latest VA guidelines. VA requirements can be found at VA OCFM http://www.cfm.va.gov/til/. c.Review three (3) existing out-of-use emergency generators. The generators have been out of service for 20+ years. Evaluate if one or all can be reconditioned and relocated to new locations on campus for reuse to provide emergency power to buildings 51, 52, 53, and 79. 2.1 DESIGN TIMEFRAME Part - 1Calendar DaysParts - 2 & 3 Schematic Submission (SC)451st Submission VA Review of 35% (SC)14VA Review of 1st Submission Design Development Submission (DD)452nd Submission VA Review of 65% (DD)14VA Review of 2nd Submission Construction Document Submission (CD)353rd Submission VA Review of 95% (CD)7VA Review of 3rd Submission Construction Document Bid Set Submission (CDBS)144th Submission VA Review of 100% CDBS7VA Review of 4th Submission Deliver Final Construction Document Bid Set7Final Submission 146A/E Design 42VA Review 188Estimated Total Timeframe SUBMISSION OF FINAL BID DOCUMENTS: The original specifications (hard copy and electronic copy in Microsoft Word) and original drawings (hard copy 30" x 42" (76 cm. X 107 cm.) and electronic copy) shall be submitted to Engineering Service upon completion of the design. CONSTRUCTION PERIOD SERVICES: The A/E shall be responsible during the construction period for seven (7) site visits. The A/E shall also be responsible for reviewing and approving all material submittals. SUBMISSION OF AS-BUILT DRAWINGS: Upon completion of construction services the A/E shall be given one (1) copy of the contractor's working drawing from which the A/E will produce a working set of as-built drawings. All changes or revisions shown shall be incorporated into the as-built drawings and a disk shall be submitted to the Chief, Engineering Service with all as-built drawings in AutoCAD (AutoCAD drawings shall be compatible with 2016 or earlier version). As-built Drawings shall be due by no later than 30 calendar days after the substantial completion of construction work. Anticipated time for completion of design is approximately 188 calendar days including time for VA reviews. NOTE: A/E shall be responsible for conducting site visits for the purpose of data gathering, investigation and documentation of all existing conditions. Perform such investigations as required to accurately verify all existing conditions. Do not rely solely upon "as built" drawings. VA personnel will provide assistance with investigating the project site where prior experience with equipment and utilities will produce an appreciable advantage. The A/E firm shall be responsible for site review of the existing facility in order to field verify the owner's existing documents and as-build drawings. Any modifications that are required to be made as a result of the site review shall be communicated to VA and corrected by the A/E firm. In accordance with FAR 36.204, the estimated magnitude of the resulting construction price range is estimated between $2,000,000 and $5,000,000. Prospective firms are reminded that in accordance with VA Acquisition Regulations (VAAR) 852.219.10, at least 50 percent of the cost of personnel for contract performance of the contract shall be spent for employees of the SDVOSB concern or employees of other eligible service-disabled veteran-owned small business concerns. See VAAR Clause 819.7003 for eligibility requirements regarding Service Disabled Veteran Owned Small Business or Veteran Owned Small Business Set-Asides. Federal Acquisition Registrations require that federal contractors register in the Central Contractor Registration (CCR) database at www.sam.gov and enter all mandatory information into the system. Award cannot be made until the contractor has registered. Offerors are encouraged to ensure that they are registered in SAM prior to submitting their qualifications package. SUBMISSION REQUIREMENTS: Qualified A-E firms are required to respond if interested by submitting one (1) original completed Standard Form 330 qualification package Parts I and II to include all consultants (form available on-line at: http://www.gsa.gov/portal/forms/download/116486) In Section H of Part 1 include information regarding the firms estimating effectiveness (estimated costs vs. actual costs), an organizational chart of the firm, a design quality management plan, and past compliance with performance schedules (original design schedule vs. actual design completion time) for each key design project listed in Section F. All submissions must be bound in some manner (spiral, wire, binder, etc) and include a CD copy of the Standard Form 330 submittal. Prospective firms are required to address all selection criteria within submitted SF330 packages using additional pages as required. Selection criteria shall be in accordance with Federal Acquisition Regulation (FAR) Part 36.602-1 and VA Acquisition Regulation (VAAR) Part 836.602-1 as follows: 1.Professional qualifications necessary for satisfactory performance of required services: The qualifications of all individuals which will be used for these services, including the Project Manager, key personnel and any consultants, will be examined. 2.Specialized Experience: Including technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. 3.Professional Capacity: Ability for the firm in the designated geographic area of the project to accomplish the work in the required time. 4.Past Performance on contracts with the Federal Government, Department of Veterans Affairs and private industry in terms of cost control, quality of work and compliance with performance schedules. Limit past project references to those within the same scope as this advertisement. 5.Geographic Location and Facilities of Working Offices. Location in the general geographic area of the project and knowledge of the locality of the project. The proximity of each firm which would provide the professional services and familiarity with the area in which the project is located will be evaluated. This criterion will apply to the offices of both the Prime Firm and any Consultants. (In accordance with VAAR 805.207, the geographical area is limited to a 200 driving mile radius of Indianapolis, IN). 6.Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. 7.Record of significant claims against the firm because of improper or incomplete architectural and engineering services. 8.Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. FAILURE TO CLEARLY ADDRESS ALL EIGHT LISTED EVALUATION CRITERIA AND INFORMATION REQUIRED BY THE SUBMISSION REQUIREMENTS BELOW MAY RESULT IN REJECTION OF SF330. Completed SF330s shall be sent to: NCO 11 Contracting Office, Attn: Felecia Beamen, 8888 Keystone Crossing, Suite 1100, Indianapolis, IN 46240, no later than 4:00 p.m. EST, June 9, 2016. Outer envelope or packaging shall clearly identify Solicitation number VA251-16-R-0256. Any request for assistance with submission or other procedural matters shall be submitted via email only (felecia.beamen@va.gov). No faxed or emailed forms will be accepted. After the evaluation of submissions in accordance with the evaluation criteria listed herein, a 'short list' of three or more of the most highly qualified firms will be chosen for interviews to present their approach to the design to arrive at selection of the firm to enter into negotiations. Award of a Firm Fixed Price contract is anticipated by early October 2016. This is not a request for proposal. The Government will not pay for nor reimburse any costs associated with responding to this advertisement. The Government is under no obligation to award a contract as a result of this advertisement.
