- Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with America Public Works Association (APWA) for professional memberships for the Federal Highway Administration (FHWA) Local & Tribal Technical Assistance Program (LTAP/TTAP). APWA serves professionals in all aspects of public works – which sets it apart from other organizations and makes it an effective voice of public works throughout North America. With a worldwide membership over 28,000 strong, APWA includes not only personnel from local, state/province and federal agencies, but also private sector personnel from local, country, state/province and federal agencies, but also private sector personnel who supply products and services to those professionals. The FHWA LTAP/TTAP is the only federally mandated program to provide professional development, training and technical assistance to local agencies and tribal governments with road management responsibility. As such, APWA and LTAP/TTAP have similar interest and responsibilities. The strengthening of professional credentials and the overall exchange of technology are key objectives of APWA and LTAP/TTAP Center relationships. Memberships in the APWA organization can provide access to valuable technical and training information to the LTAP/TTAP Centers; therefore, it is in the best interest of FHWA to provide LTAP/TTAP Centers membership in APWA. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of the firm’s capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
