- NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Seabed Technologies Inc. for modification of three existing NOAA Fisheries-owned Seabed Technologies MOUSS (Modular Optical Underwater Survey System). The office of National Marine Fisheries Services (NMFS) Northwest Fisheries Science Center located in Seattle, WA requires the modification of three existing NOAA Fisheries-owned Seabed Technologies MOUSS (Modular Optical Underwater Survey System) stereo underwater camera systems including the integration of color cameras and strobe lighting capability. The Untrawlable Habitat Strategic Initiative (UHSI) project work is expanding from the relatively shallow clear waters of the Gulf of Mexico with an abundance of available natural light to deeper more turbid waters off the coast of California where artificial illumination is necessary. To support these deployments, the stereo underwater camera systems must be modified to include color cameras, integrating strobe lighting capability, MOUSS strobe integration software, MOUSS color correction post processing software, modifications to the three MOUSS CPU housings, and participation by Seabed Technologies in MOUSS camera/strobe illumination calibrations at a test-tank facility in Moss Landing, California. This procurement is necessary to continue the multi-year project supported by the NMFS UHSI. The goal of this initiative is to operationalize new technologies to estimate total fish biomass in key NMFS regions where survey information is not currently available and incorporate resulting data in stock assessments. This will allow NMFS, working with our agency and academic colleagues, to accomplish its mission objectives. The MOUSS camera systems were developed by Seabed Technologies, Inc which holds the rights to all the proprietary software and hardware that was developed for these systems. This notice represents the only official notice. This notice of intent is not a request for competitive proposals and no solicitation package is available. It is the Government's belief that only Seabed Technologies Inc. can provide the deliverables under this contract. However, firms that believe they can provide the services required in this project that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
