Description
This Sources Sought Notice is for informational purposes only. This is not a request for proposal (RFP). It does not constitute a solicitation and shall not be construed as a commitment by the Government. Requests for a solicitation will not receive a response. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. The purpose of this Sources Sought is to obtain market research knowledge that will enable the Government to make appropriate decisions and to gain knowledge of potential qualified sources interested and capable of performing the work. United States Special Operations Command (USSOCOM) seeks to increase the current ceiling of contract H92222-14-D-0023, which provides Tactical Radio Application eXtension (TRAX) Software to bridge capability gaps in the Special Operations air to ground communication architecture. The United States Air Force Air Force Material Command (AFMC) has procured the enterprise licensing from Sierra Nevada Corporation (SNC) for USSOCOM that has allowed the proliferation of the capability throughout the Special Operations community. USSOCOM's current contract supports maintenance, advances the capability of the software, and supports installation, training and upgrades the TRAX software as necessary. As the sole developer of TRAX software, only SNC can provide the appropriate software and level of support. However, USSOCOM is soliciting information to understand current market conditions and to ascertain whether there are any other viable alternatives to TRAX patching, upgrade, integration, training, and exercise support. The necessary objectives include the following five standard support tasks including both software assurance and incidental service support. 1. Software Assurance - track and validate a list of bug fixes, confirm version compatibility, perform configuration management, and ensure revision control. 2. Help Desk Support - maintain a full-time help desk technician to answer questions via phone and email. The help desk technician shall provide level-one guidance via phone and email in an effort to resolve user issues as soon as possible during business hours. 3. Field Support-Training - maintain a traveling software training team consisting of two personnel experienced with the software and operational usage. Software classes shall consist of a 5-day course of instruction with two instructors per course. Courses shall be tailored to support specific customer usage and reflect most current Tactics, Techniques, and Procedures (TTPs) as well as software revisions. 4. Joint Interoperability Test Command (JITC/JS J6) collaboration - collaborate with JITC/JS J6 as necessary to achieve requested JITC/JS J6 certifications. 5. Field Support-Exercises - provide software program personnel to support exercise and demonstration events. These personnel shall be available to assist in low to mid-level software integration such as Joint Operational Center (JOC) and computer system software setup Upon the Government's request, the following three additional support tasks are needed: 1. Complex Integration Support - includes any integration that requires a specific platform integration that shall result in a specific plug-in being built into the software. 2. Aircraft Demonstrations - support the software and new technology demonstrations during CONUS training events/demonstrations upon request of USSOCOM. 3. Overseas Contingency Operations (OCO) Support - support software OCO locations as requested. If your organization has the potential capacity to deliver the above noted supplies/services, please provide the following information: 1) Organization name 2) Cage Code 3) DUNS Number 4) Address 5) E-mail Address 6) Web Site Address 7) Telephone number 8) Size and type of ownership for the organization 9) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The total number of pages shall not exceed 10. NOTE: Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing sources sought responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. Submission Instructions: Interested parties who consider themselves qualified to deliver the above-listed supplies/services are invited to submit a response to this Sources Sought Notice no later than May 25, 2016, 3:00 PM Eastern Standard Time.
