- This notice is to synopsize the proposed contract action to Contract W52P1J-11-D-0061, under the authority of FAR 52.217-8, Option to Extend Services and FAR 6.302. This notice is not a request for competitive proposals or quotations and a solicitation will not be issued for this requirement. The Army Contract Command - Rock Island intends to award a modification to extend the existing Heavy Lift 7 Contract W52P1J-11-D-0061 for the period of 01 September 2016 through 28 February 2017 in accordance with FAR clause 52.217-8, Option to Extend Services under the authority 10 U.S.C. 2304 (c)(1), Only One Responsible Source, as implemented by FAR 6.302-1. The contract period of period of performance was initially for a base year plus four option periods. 52.217-8 was not evaluated at the time of award. The FAR clause 52.217-8, Option to Extend Services was included in the intial solicitation W52P1J-10-R-0132 as well as the original issuance of contract W52P1J-11-D-0061. Exercise of th Option is in the best interest of the Government and is the most advantageous method of fulfilling the Agency's need for these services. The six-month extension is intended to be awarded to KGL Transportation Company KSCC under FAR 52.217-8 and 6.302-1 when it is likely that award to any other source would result in (A) substantial duplication of cost to the Government that is not expected to be recovered through competition, and (B) unacceptable delays in fulfilling the agency's requirements. This modification will continue critical line haul support services throughout the Kuwait and Central Command AOR. Services to be provided include all personnel, equipment, tools, materials, supervision, and non-personal services necessary to perform commercial line haul, heavy lift and personnel transportation services. The following FAR clauses were included in the initial Heavy Lift 7 solicitation and existing contract: 52.237-3, 52.217-8 and 52.217-9. All responsible source may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination not to compete this requirement, based on responses to this notice, is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by interested parties in responding to this synopsis. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice.
