Description
Title: Standard Army Ammunition Systems Modernization (SAAS-MOD) Post Production Software Support (PPSS) Classification Code: D - Information Technology Services, including telecommunications services NAICS Code: 541519 - Other Computer Related Services. The exception under NAICS Code 541519 for Information Technology Value Added Resellers does not apply to this effort. Objective: This is a Request for Information (RFI) to identify potential sources that can provide the necessary Post Production Software Support (PPSS) to the Product Lead, Logistics Information Management Systems (PL LIS) in support of the Standard Army Ammunition Systems-Modernization (SAAS-MOD). This announcement is in support of market research performed by the Army Contract Command - Rock Island to determine interest and capability to perform the services delineated within this RFI. Background: The PL LIS mission is to provide efficient and effective acquisition lifecycle management of the logistics information systems assigned to PL LIS. PL LIS is responsible for ensuring these systems remain functional, technically viable and cyber secure. The systems provide the Army's leadership with critical management information for all supply, maintenance, property accountability, ammunition, and financial support for Army operations worldwide. Lifecycle sustainment includes: the preparation and release of cybersecurity software patches and quarterly updates; annual system change packages (SCP) that maintain the systems' operational capabilities; and distribution of systems or components in response to changes in the Army's unit composition. SAAS-MOD is the current retail ammunition management system for the Army. The SAAS-MOD PPSS contract will provide a full suite of functional and technical capabilities necessary to support the fielding and sustainment of the automated system product lines. Currently, SAAS-MOD SCP 10 is the fielded baseline software and is configured as a client server architecture. SAAS-MOD SCP 11 is a web-based architecture currently under development with initial deployment anticipated for January 2017 and expected completion September 2017. Upon completion, total support for this contract will be in relation to SCP 11. The implemented and fielded software/system continues to support its original operational mission and subsequent mission modifications mandated by Department of Defense (DoD)/Department of the Army (DA) and product improvement efforts. PPSS consists of software maintenance on existing software, incorporation of software changes/fixes required by DoD/DA policies and regulations and the user community, providing hardware upgrades and software testing to ensure successful completion of the requirements, and providing documentation updates in accordance with applicable changes. Scope: The Contractor shall provide PPSS for the SAAS-MOD system. The PPSS will consist of Project Management, Technical Support, Functional and Subject Matter Expert Support, Customer/Help Desk Support, Testing, Cyber Security, Information Assurance and Software Assurance Support, Training, Administrative/Documentation, other System Support, and Future System enhancements. The work requirements shall also include activities related to project management, quality assurance, configuration management, technical research and analysis, system documentation, database administration, and operation and maintenance. The contractor is responsible for ensuring personnel possess proper experience with the logistics information systems and the specific areas listed above in support of the SAAS-MOD. The Contractor shall comply and keep current with the appropriate DoD, Services, and Army architectures, programs, policies, standards and guidelines (e.g., Security Technical Implementation Guide (STIG), Net-Centric Enterprise Services (NCES), Defense and Information Systems Network (DISN)). Do not submit a proposal or quote. After reviewing the description of requirements, interested and capable contractors are invited to provide responses to the following requested information. Responses should follow this format and be submitted electronically as one complete document. This RFI is for informational purposes only and is not to be construed as a commitment by the Government to procure any items/services, or for the Government to pay for the information received. No reimbursement will be made for any costs associated with providing information in response to this RFI or any follow-up information request. Place of Performance: All work shall be completed at the contractor's site. Travel within the Contiguous United States (CONUS) and Outside the Contiguous United States (OCONUS) sites may be required. All travel shall be in accordance with the Joint Travel Regulations (JTR). All contractors will be required to be in compliance with DFARS 252.239-7001, Information Assurance Contractor Training and Certification. Contractors shall ensure that personnel accessing information systems have the proper and current information assurance certification to perform any information assurance or privileged access functions in accordance with DoD 8570.01-M, Information Assurance Workforce Improvement Program before they access or are granted access to any Army or DoD information technology resource, mission application, or computing system. All Contractor personnel shall complete annual information assurance awareness training and security training and maintain a record of that training. Contractors will be required to ensure that all of their personnel working this effort complete all ongoing and mandated traditional security, file management, information assurance training to include computing environment training and certification and operational security training. Please provide details regarding proposed joint ventures, teaming arrangements, strategic alliances, or other business arrangements that pertain to the requirements. Offerors are encouraged to identify teams, indicating each team member's size status based upon the NAICS Code of 541519. Please list the process used in selecting the team members. 6. Please provide a White Paper describing how your services and technical expertise could produce and deliver such capabilities as described in the requirements. Also, identify your company's past and current customers to which you provided similar support services, including any Government contract numbers, a customer/company name and point of contact, phone number and address/e-mail where they can be contacted. White papers and other submitted information as requested above will be reviewed by Government personnel only. White papers shall be no more than five (5) pages in length. A page is defined as each face of an 8.5 x 11 inch sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Pages shall be single spaced. The text size shall be no less than 12 point with at least 1 inch margins on the top and bottom and 3/4-inch side margins.
