- This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. The Naval Sea Systems Command intends to purchase AN/USQ-82(V) Gigabit Ethernet Data Multiplex System (GEDMS) hardware and INCO repair from two qualified vendors: The Boeing Company, 5301 Bolsa Ave, Huntington Beach, CA 92647-2048 and DRS Maritime Systems and Services, 400 Professional Dr., Gaithersburg, MD 20879. GEDMS is a Government Furnished Equipment build-to-print system, where no commercially adequate products satisfy the design requirements. It is not a performance-based militarized commercial-off-the-shelf (COTS) system design, although there are performance based COTS components. A total quantity of 81 shipsets is required, including all options. All items shall be in compliance with NAVSEA system specifications DMS 500.7 and GEDMS 300.0. Firms interested in subcontracting opportunities should contact Boeing and DRS directly. Delivery is required within 15 months of award/option exercise. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only a limited number of responsible sources under the authority of FAR 6.302. However, the Government is actively seeking additional sources. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, it is a request for information and all responsible sources may submit a capability statement, proposal, or quotation, within fifteen days (15) after date of publication of this synopsis. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government of whether or not to compete this proposed contract, based upon the responses to this notice, is solely within its discretion.
