- This is a PRESOLICITATION NOTICE for commercial services prepared in accordance with FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. NAVSUP Fleet Logistics Center San Diego, 3985 Cummings Road, San Diego, CA 92136 intends to issue solicitation N00244-16-R-0008 for professional and educational support located in Monterey, California in support of Naval Postgraduate School. The NAICS code is 611430 Professional Development Training, and the Small Business Standard is $11 Million. The requirement description as follows: This requisition is for Strategic Communication Education and Facilitation Services to support the Naval Postgraduate School 3-day program, called the Strategic Communication Workshop (SCW). The scope of the contract includes: Developing Strategic communication (SC) modules and materials and provide executive-level strategic communication instruction to SCW participants; Providing associated command team SC consultation and facilitation services; and Participating in SCW quality assurance and course improvement processes. (NOTE: SCW is not a workshop designed for developing interpersonal communication, writing, and speaking or teambuilding skills) It is anticipated that a Firm Fixed Price (FPP) single Indefinite Delivery Indefinite Quantity (IDIQ) performance based contract will be awarded with a one year base and four one- year options. This procurement will be solicited utilizing full and open competition. The solicitation N00244-16-R-0008 will be available only in electronic format; it will be posted to both the Federal Business Opportunities (FBO) located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ Place and time of delivery will be specified in the solicitation. The Government is not responsible for any loss of Internet connectivity or for any vendor inability to access the document posted on the referenced website. It is anticipated that the solicitation will be posted via NECO/FBO on or around 24 May 2016 with a closed date on or around 24 June 2016. Interested parties are solely responsible for monitoring the aforementioned website for postings of the solicitation and any amendments thereto. The Government will not pay for information submitted in response to this notice. Contractors must be registered in the System for Award Management [SAM] database in order to be considered for award.
