- NOTICE OF INTENT TO SOLE SOURCE DESCRIPTION The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106(b)(1), with BG Machinery LLC for the repair and maintenance of a Moore Tool Company, M48 Coordinate Measuring Machine or "CMM." As configured by NIST, it is widely regarded as the most accurate CMM of its size in the world. Currently the M48 operates continuously for 300 or more hours per year, and the NIST Dimensional Measurement Services Project provides reimbursable measure services to over 400 industrial, government, and international customers. The Dimensional Measurement Services project promotes manufacturing innovation and U.S. industrial competitiveness by providing critical technology-enabling high accuracy dimensional measurements within an internationally accepted quality system. The M48 machine is a critical component of this project. The cost to replace this machine would be $2 Million Dollars, so maintenance and repair is required to allow for successful operation. The Z-axis threadless lead screw and bearings on this machine have experienced significant wear to the point that it is reducing the measurement accuracy for some measurements working around the wear is quickly becoming unavoidable. The Dimensional Metrology Group (DMG) of the Semiconductor and Dimensional Metrology Division (SDMD) has the need for a complete repair of the primary M48 Z-Axis. The repair will include: •Purchase of all replacement parts including a new threadless leadscrew, 3 sets of replacement bearings (two sets extra), and fabrication of the redesigned threadless leadscrew coupling. •Removal of worn bearings, leadscrew, and faulty coupling. •Reassembly of the Z-axis with the new bearings, leadscrew, and redesigned coupling. •Operational verification testing of the repaired axis of the machine. BG Machinery LLC is the sole vendor capable of providing the required repairs to the current M48 CMM based on the following: 1.The OEM, Moore Special Tool Company no longer supports service repairs or maintenance of the M48 machine and authorizes all work to be done by BG Machinery LLC solely. 2.The M48 CMM design is completely unique to the Moore Tool Company, and only five of these machines were created and exist worldwide. Maintenance of these machines is highly specialized and only BG Machinery LLC has the proprietary knowledge to successfully repair to full operation. BG Machinery LLC, is the sole vendor able to provide the required repairs and meets the Government's minimum technical requirements. Therefore, BG Machinery LLC is uniquely qualified to provide the required repairs. The North American Industry Classification System (NAICS) code for this acquisition is 811219, with a size standard of $20.5 million. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by May 18, 2016 will be considered by the Government.
