- N00164-16-R-GR88 - SOLE SOURCE - OVERHAUL OF HIGH VOLTAGE TRANSFORMER & DIODE TRAY MODULE - FSC 5950 - NAICS 335311 Anticipated RFP issue date 20 MAY 2016 - Anticipated closing date 20 JUNE 2016 Time - 2:00 PM Eastern Daylight Time (EDT). The Naval Surface Warfare Center (NSWC), Crane Division has a requirement for overhaul of high voltage transformer & diode tray module in accordance with Statement of Work (SOW) for Overhaul of High Voltage Transformer & Diode Tray (XFM/DT) Module for use in ALQ-184 High Voltage Power Supply, NSN 6130-01-183-3927, Raytheon Part Number G254084-1V1. This requirement is planned as a non-commercial Firm-Fixed Price (FFP) indefinite delivery, indefinite quantity (IDIQ) contract for a period of five (5) years. This solicitation will be issued utilizing other than full and open competition procedures under the authority of 10 U.S.C. 2304 (c) (1), as implemented by FAR 6.302-1, " Only responsible source and no other supplies or services will satisfy agency requirements." Offers will be solicited from Julyn Technologies, Inc., 1003 Teresa Dr., Lake Park GA 31636-4915. The basis for restricting competition is that Julyn Technologies, Inc. is the only certified source for the overhaul of high voltage transformer & diode tray modules and the duplicative costs/timeline required to develop another certified source is cost/time prohibitive at this time. Participating contractors are required to be certified to repair the XFM/DT modules via Warner Robins Air Logistics Center. Certification testing is conducted by NSWC Crane. The time to develop the certification samples and become a certified repair source is estimated to be 3 years with a moderate to high risk of failure. The XFM/DT module interacts with the H-Bridge module (which is part of the HVPS) to form a quasi-resonant circuit (resonant frequency) that is critical to the proper operation of the HVPS. The way the XFM/DT is assembled determines how the XFM/DT interacts with the already existing H-Bridge modules and this interface is difficult to reverse engineer and define. Therefore the years and money that it would require to develop a new source to develop the certification samples (contract cost) as well the cost and time to perform the certification testing and generate the report (NSWC Crane cost) needed to support the HVPS is unacceptable to the Government and this requirement. A Statement of Work will be available within the issued solicitation. The following Contract Line Items (CLINs) are anticipated: CLIN 0001 - High Voltage Transformer & Diode Tray (XFM/DT) Module Overhaul IAW Statement of Work CLIN 0002 - Travel CLIN 0003 - Data, Not Separately Priced (NSP) Delivery will be FOB Destination at NSWC Crane. Final inspection and acceptance will be at destination. Contractors must be properly registered in the System for Award Management (SAM) and in the Joint Certification Program (JCP) in order to receive the solicitation attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the Internet at https://www.sam.gov. Information about the JCP is located at http://www.dlis.dla.mil. The solicitation attachments will be posted to FedBizOpps at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. The solicitation will be available for download on or about 20 May 2016. Interested parties can download the solicitation from the FBO website at http://www.fbo.gov; no hard copies of the solicitation will be mailed. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid electronically using any "Submit Bid" feature or other electronic means does not guarantee offers will be received by the proper person or in the correct format. When the solicitation is available, all responsible parties may submit a proposal for this procurement which will be considered by the Government. This is not a Request for Proposal. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps. It is the responsibility of interested vendors to monitor FedBizOpps for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
