IGF::OT::IGF MEVE-ENGINEER ANALYSIS:SPRUCE TREE ALCOVE AMENDMENT TO CHANGE THE DUE DATE: FROM: 3:00 p.m. MST, 11 May 2016, Wednesday. TO: 3:00 p.m. MST, 12 May 2016, Thursday. Title: Go to FEDCONNECT.net for related attachments, Mesa Verde (MEVE), Colorado, Spruce Tree House (STH) Alcove Arch Analysis and Pre-design, Options for Design/Construction Documents and Construction Management Notice of Intent: This contract is SET ASIDE for SMALL BUSINESS. The primary NAICS code is 541330, Engineering Services, with small business size standard of $15.0M. This notice is posted in its entirety and hereby serves as the official solicitation for this project. This announcement constitutes the only posted solicitation. Your firm's SF 330, Architect-Engineer (A-E) Qualifications, are being requested, in addition to the other information specified by this notice. The requirement is being procured in accordance with Federal Acquisition Regulation (FAR) 36.6, Architect-Engineer Services and 40 U.S.C 1101, which requires the selection of A-E Services on the basis of demonstrated competence and qualification for the type of professional services required. Accordingly, a request for proposal (RFP) (pricing and other cost information) will only be requested and considered after the selection of the most highly qualified (MHQ) firms using the selection criteria described in this synopsis. The MHQ, once selected, will be given a minimum of 3 weeks to review the RFP and to provide pricing. Information related to price will be requested SEPARATELY after selection of the MHQ. The request for pricing (the request for proposal (RFQ)) will not be posted. Selection and information pertaining to the selection in response to this notice may be released by the Contracting Officer in accordance with FAR 36.607, Release of information on firm selection. DESCRIPTION: The Department of Interior (DOI), National Park Service (NPS), Intermountain Region Office (IMRO) in Denver, Colorado, anticipates the acquisition of professional-engineering services for Mesa Verde National Park, Montezuma County. The work requires a robust and detailed numeric engineering analyses to assess stability and probable stabilization intervention of the Spruce Tree House Alcove sandstone arch. (See the attached STH photos, 12 pages) This work will principally engage experts in the field of geotechnical, geostructural, and geomechanical analysis and related design disciplines (as applicable). All work will be guided by the Scope of Work and the brief description as described below. Firms must be able to provide a 3D geoanalysis of the Spruce Tree House (STH) Alcove Arch and any stabilization design work. LiDAR scan data of the site has been completed and will be provided as Government Furnished Materials. The deliverable for the materials investigation, and analyses and design phases services include, but are not limited to: 1) procure services and manage on-site geotechnical investigation and associated laboratory testing, and 2) Conduct detailed three-dimensional computer based analyses of original condition (pre-1900), 1962 strengthening, and probable 2016 strengthening, (a chronological modeling sequence). Deliverables required for the base award (first phase) are: (1) Report with objectives outcomes discussed; (2) Analyses of groundwater and estimated flow location and probable rate; and (3) Critical sections stress analysis. Objectives: 1. Develop a global understanding of the STH alcove and arch for overall stability. Limits of analyses: Sta. 0+00 to 2+67, with appropriate lateral and lead edge end conditions (+/- 250 ft.), including downslope to creek. a. Surface topography to be provided (LiDAR Scan). b. Model ground water movement. c. Estimate original condition pre-1900. d. Model the staged construction of 1960 work: Filling of crack and rock anchors. e. Estimate global Factor of Safety for both features for both pre and post 1960 work. 2. Develop necessary additional engineering analysis and design for stabilization of either alcove and/or arch. The engineering analyses will be conducted with the following three computer programs (or equivalent which is based on compatibility with the following programs): 1) Rhinoceros (surface modeling program, 2) Kubrix (3D mesh generation program), and 3) Flac3D (finite difference program). All modeling parameters, and input and selected output files shall be transmitted to NPS. The contractor is required to provide all personnel, equipment, software, materials, transportation, labor, expertise etc. related to this project in order to properly perform the requirements of the described project in accordance with the description, industry standard and all related state and Federal laws, unless the related Scope of Services otherwise note (specially) as Government Furnished. Subsequent optional phases and tasks may include: Full design, construction documents and related construction management services, which may include (but not limited to): Develop plans, specifications, and cost estimates to execute probable strengthening, develop bid package, provide consultation support during the award of contract, and provide on-site consultation during probable strengthening. ANTICIPATED PERIOD OF PERFORMANCE: BASE (Phase 1), Investigative Services, Analysis, Pre-design: 365 calendar days for the date of Award OPTION - OPTIONAL TASKS (Phases 2 and 3): Period of Performance is to be determined, but not to be in excess of an additional 2.5 years (excluding any option to extend service by 6 months) CONTRACT INFORMATION: This contract is being procured in accordance with FAR 36.6. A firm will be selected for pricing and negotiations based on demonstrated competence and qualifications for the required work. The selection criterion is identified below. The NPS plans to request pricing, negotiate and award a single firm-fixed priced contract, with optional work to complete the full design and construction management (as needed). Agreed to contract labor rates will be used to negotiate any future modification (if needed). The selected contractor will be required to provide any assumption made in assessing the project and level of effort required to perform the work required and to develop a firm-fixed price. The award will be made to the firm that is determined to be the most highly qualified based on the information provided and the evaluation criteria noted in this Notice of Intent, unless there is a failure to reach a fair and reasonable price. Failure to reach a fair and reasonable price will result in NPS terminating the negotiations and either going with the next most highly qualified firm or cancelling the project. SINGLE AWARD: The contract will have one base line item and optional tasks (design and construction management). The contract is SET ASIDE for SMALL BUSINESS. The primary NAICS code is 541330, Engineering Services, with small business size standard of $15.0M. The work has been determined to be for professional services which are exempt from the Service Contract Labor Standards (formerly the Service Contract Act). However, the wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employee's office location (not the location of the work). To be eligible for contract award a firm must be determined responsible (FAR Part 9), be able to substantiate and perform at least 50% of the work, and be registered (active) in the System for Award Management (SAM) and able to invoice electronically via Invoice Processing Platform (IPP). SELECTION CRITERIA: The following criterion is descending order of importance and will be used in the evaluation of the prospective firms. Firms must not submit excessive and unrelated information. As determined by the Contracting Officer, a firm ¿s submitting a high (excessive) level of unrelated information may be rendered unresponsive and therefore will not be considered for possible selection as a most highly qualified firm. To be responsive, a firm's response to this notice must contain the information required, be timely, responsible and convey an expert ¿s understanding of the requirement. Information required and submitted on the SF 330 shall be inclusive of the following information-- A. Prior Experience: Submit project information that is considered recent, similar and relevant to this project. This project is briefly described above under the DESCRIPTION paragraph and experience with 3-dimensional finite difference modeling and analyses of sandstone alcoves and/or slopes with rock bolting stabilization methods. The evaluation will consider similar, relevant and recent experience. Similar and relevant is considered prior experience that involves much of the same type of effort and complexities this project requires as defined by the DESCRIPTION, the site's geomaterials, topographical features, and conditions. Not similar or relevant is considered any experience that does not involve any of have the same type of effort and complexities that this project requires, as defined by the he DESCRIPTION, the site's geomaterials, topographical features, and conditions. Recent is considered within 6 years from the month and year this notice was issued. Those firms with more recent and relevant experience will be rated higher. B. Professional Qualifications: Submit the professional qualifications of the firm's proposed key personnel. The key personnel are those members that will be assigned to this project and are necessary for the proper execution of the tasks required to properly fulfill this requirement. In accordance with the SF 330 they are ¿[i]ndividuals who will have major contract responsibilities and/or provide unusual or unique expertise. The evaluation will consider key personnel of the primary firm and subcontractors to be used in the performance of the contract in terms of-- 1) Professional registration - professional civil and geotechnical engineer(s) in the State of Colorado 2) Availability of an adequate number of personnel in the key disciplines (described above) to ensure that the firm can meet the timeline of the requirement; and 3) Education, training, relevant experience. Firms showing the most qualified and qualification for work of this type described above will be rated higher. C. Past Performance: Past Performance will be evaluated in accordance with the following and Federal Acquisition Regulation (FAR) 42.1502(f), Contractor Performance Information, Policy, on projects considered relevant to the work to be performed under this contract with respect to management, cost control, quality of work, and compliance with performance schedules, as determined from the Government's Past Performance Information Retrieval System (PPIRS) (to the maximum extent possible) and other sources deemed necessary by the Contracting Officer to properly assess your firm. See paragraphs A above for the definition of relevant. This evaluation will consider the success of the identified relevant experience and proposed personnel. Include valid references information for 3-5 projects performed recently (within 6 years from the date this notice was issued), of comparable scope (reference the DESCRIPTION above) and of comparable magnitude (anticipated price base, options (design and construction management). This information must be inclusive of the information listed in Section F of the SF 330 and must include firm's role (i.e. prime contractor, subcontractor, consultant etc.), project owner's agency/company, a valid email address, project key number (i.e. project number, contract number, task order number etc.), and the date the work was completed (or the percent complete if it is in work). Firms that demonstrate more than satisfactory past performance on relevant projects will be rated higher. D. Capacity: State the firm ¿s commitment and provide a tentative schedule with correlating major and critical tasks to be performed and their dates. The firm's capacity is considered time, personnel and commitment to perform quality work on time and within budget. On time is defined as the project's period of performance. Based on the unknown stability of the structure(s) time is critical and important. To be responsive the schedule shall meet or exceed the period of performance indicated in this notice with the assumption that an award will be made around August 2016. Firms that demonstrate meeting and exceeding this capacity and a sound technical approach to the work will be rated higher. E. Knowledge of Geographical Area: The firm must demonstrate knowledge of the locality of the project or within the general region of the Four Corners area of the American Southwest. Firms that demonstrate greater knowledge of the areas described above will be rated higher. F. Key Assets: Inventory of programs, systems, equipment and the ability to obtain necessary resources to perform the work described above. Provide a list of assets and how the vendor will demonstrate the availability of these resources. Firms that demonstrate the appropriate resources to meet the requirements will be rated higher. G. Quality Control Plan and Safety Plan: Provide the firm ¿s overall/general Quality Control and Safety Plan which would ensure the safe performance, technical accuracy, completeness, and correctness of the work, and all relevant aspects and details, including coordination of all subcontractors with each other. Firms that demonstrate plans that clearly meet the requirements of the projects will be rated higher. Firms that can properly fulfill the requirements described in this announcement are invited to submit: (1) a Letter of Interest, which must include a prime and alternate Point of Contact (full name, phone and email address) authorized to negotiate on behalf of the firm, validation of the submittal for no less than 180 calendar days, and (2) an electronic copy of a completed Standard Form 330 - PART I and PART II (Sections A-G; I, and Section H, if utilized). oPart I - Contract-Specific Qualifications ¿Section A. Authorized Representative oPart II - General Qualifications In addition, because selection of firms is based upon qualifications, the extent of any subcontracting is an important negotiation topic. In conjunction with submitting a response, it is important to understand FAR Clauses 52.219-14 and 52.244-4 and the limits of the firm ¿s subcontracting to firms agreed upon during negotiations. Prime must be able to perform at least 50% with their own employees. PROPOSAL PERIOD: The submitted Standard Form (SF) 330 must remain valid for the duration of the procurement process, but no less than 180 calendar days from the date of this notice. Contract award is anticipated on or before 30 August 2016. PAGE LIMITATION/PITCH FONT SIZE: A. Letter of Interest shall not exceed 2 pages of 8" x11" size paper (1 page of 8" x 11" sized paper when printed double sided). B. Section H of the SF 330 should not exceed 3 pages of 8" x11" size paper (5 pages of 8" x 11" sized paper when printed double sided). C. Section D, organizational chart may be on larger paper, but must be folded to fit an 8"x11" sized binder and each side would count as 1 sheet of paper if a page limitation is specified. D. All others sections are only limited by relevant information needed to sufficiently convey to the Government the firm capabilities and qualification in accordance with the stated selection criteria. Excessive and unrelated information may render a response unresponsive and therefore it will not be considered for possible selection as a most highly qualified firm.
