- This is a SOURCES SOUGHT SYNOPSIS. No proposals are being requested or accepted with this synopsis. The U.S. Army Corps of Engineers, Seattle District is seeking information regarding capability and availability of potential contractors to perform a Firm Fixed Price Contract to replace the Albeni Falls Powerhouse High Voltage Transformer Motor Operated Disconnect Switches for the U.S. Army Corps of Engineers, Seattle District. The purpose of this notice is to measure the interest of Small Businesses (SB), 8(a), Woman Owned Small Business (WOSB), Service-Disabled Veteran Owned Small Business (SDVOSB), or HUBZone prime contractor business sources and their size classifications relative to the North American Industry Classification System (NAICS) code of 238210 "Electrical Contractors and Other Wiring Installation Contractors" (Size Standard of $15 Million) for the subject opportunity. Summary Scope of Work (SOW): A. Disconnect Switch The existing 135 kV disconnect switches, including the manually operated 3-pole grounding switches, will be replaced with 170 kV rated switches. The existing steel lattice supporting structure will remain and be re-used. The contractor will be responsible for having the switch manufacturer develop and provide whatever mounting adaptation is required to install the new switch on the existing structure. B. Switch Operators The existing electric-mechanical line switch operators will be replaced with an electric-mechanical Operator. The operator will feature a manual crank for hand operation in the event of loss of power. The manually operated grounding switch is used to provide a safety ground for personnel performing maintenance on the disconnect switch after the 115 kV line has been de-energized and will be operated independently of the line disconnect. The interlocking of the main line disconnect switches and grounding switches will be accomplished both mechanically and electrically. Position indication of both the disconnect switches and the grounding switch are to be provided locally at the local control panel and remotely to the control room. C. Controls and Power Source A 125 VDC power source will be provided to match the existing configuration of disconnect switches. It will be provided from the CE Panel Boards. 120 VAC will be provided to power the cabinet heaters and will also be shown on the contract documents. The control cables from the control room to the disconnect switch control panels are to be replaced. The heater power feeders are to be an optional replacement item if needed. D. Disconnect Switch Access Access to the Disconnect switches for maintenance or repairs has in the past been accomplished with an electrically insulated lineman's bucket truck. An articulated man lift or bucket truck is needed to reach the switches. REQUIREMENTS: Interested firms should submit a capabilities package, to include the following: 1. Firm's name, address (mailing and URL), point of contact, phone number, email address. 2. Business classification, i.e., Small Business (SB), Small Disadvantage Business (SDB), Woman-Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone) Small Business, 8(a) Program, or Other Than Small Business (large business). 3. Two (2) to four (4) examples of past projects as the Prime Contractor removing and upgrading disconnect switches and manual operated grounding switches of similar size, complexity and scope completed within the last five years. Examples should include the following information: a. A description of the project, customer name, performance period, customer satisfaction and dollar value of each project. b. Description of experience demonstrating removing and upgrading disconnect switches and manual operated grounding switches. 4. CAGE Code and DUNS number. 5. Firm's Joint Venture Information, if applicable. 6. Bonding Information: a. Provide the following, on the bonding company's letterhead: (1) Bonding Limits (a) Single Bond (b) Aggregate All interested parties who believe they can meet the requirements are invited to submit, in writing, complete information describing their interest and ability to meet all requirements stated above. Prior Government contract work is not required for submitting a response under this Sources Sought Announcement. The official Synopsis citing a solicitation number will be issued on Federal Business Opportunities (www.fbo.gov) inviting firms to register electronically to receive an electronic notification of a solicitation should one be issued. SUBMIT TO: Responses to the Sources Sought Announcement should be received no later than 2:00 PM (Pacific Time) on 26 May 2016.
