Description
The Commodity Futures Trading Commission (CFTC) intends to procure the services of Gumgum, Undertone, RocketFuel, Investopedia.com, Kiplinger.com, Investing Media Solutions, CNN.com, Forbes.com, WSJ.com, AOL/MSN.com, QZ.com, and Google.com on a sole source basis, for online advertisement support for the SmartCheck campaign. The CFTC can reach a large number of the SmartCheck campaign's target key audience through the previously identified vendors. The Office of Customer Education and Outreach's (OCEO) audience analysis study and research has shown that in some cases the necessary audiences are registered users on these websites and access the sites frequently. Furthermore, each of these vendors has unique and proprietary user lists. The users of each site receive regular proprietary communication from the sites, including emails, newsletters, and other communications. Advertising on all of these websites will provide the CTFC with the opportunity to communicate its anti-fraud message directly to a large portion of the relevant consumers with contextually relevant information, which CFTC research has demonstrated is important to the target audience. The online advertisement support will provide OCEO the capability to impart consumer fraud prevention information to the public. This will ensure continuity for the SmartCheck campaign and an increase in public awareness. The anticipated contracts will have a period of performance of seven (7) months. The identified vendors are the sole providers of their specific online advertisement package and user lists (the target audience for the SmartCheck campaign). Therefore, these vendors are the only responsible sources identified as reasonably available that will satisfy the agency requirements. The CFTC's SmartCheck campaign's success is dependent on the reinforcement of anti-fraud messages with consumers. Without targeted advertising through these vendors, the OCEO's primary education and outreach functions would be severely impacted. This would result in losing substantial awareness of the campaign, inconsistent consumer education, and loss or decrease in consumer engagement and brand recognition. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. However, the Government will consider responses from all responsible sources received by the date and time identified above. Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source described in this notice, and such determination shall be made at the sole discretion of CFTC.
