- SOURCES SOUGHT SYNOPSIS (MARKET RESEARCH ONLY) For W9126G-16-R-0072 BMT Satellite Classroom/Dining Facility #3 (DCF #3) JBSA - Lackland, AFB, San Antonio, Texas This is a SOURCES SOUGHT announcement only; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The U.S. Army Corps of Engineers - Fort Worth District has been tasked to solicit for and award a project to BMT Satellite Classroom/Dining Facility #3 (DCF #3), JBSA - Lackland, AFB, San Antonio, Texas. Proposed project will be a competitive, C-Type, firm-fixed price, Design-Bid-Build (DBB) contract. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB) and large business. The Government must ensure there is adequate competition among the potential responsible contractors. The Government is seeking qualified, experienced sources capable of performing the construction for the BMT Satellite Classroom/Dining Facility #3 (DCF #3), JBSA - Lackland, AFB, San Antonio, Texas. Project Description: BMT Satellite Classroom/Dining Facility #3 (DCF #3) Project Location: JBSA - Lackland AFB, San Antonio, Texas Summary: Construct Dining Classroom Facility #3, a three-story building for 2,500 trainees in a 106,542 GSF area that includes a full-service kitchen on the ground floor and 8 classrooms on each of the upper floors two and three. Description of Proposed Construction: Construction includes a multi-story facility consisting of a drilled pier foundation, concrete floor slabs, structural steel frame, masonry walls, standing seam metal roof, and an elevator. Areas include kitchen, dining areas, and multiple classrooms for the residents of two Airmen Training Complex (ATC) dormitories. Continues the utility and storm drainage infrastructure. Provides all necessary support and restores all areas disturbed by construction. Complies with DoD minimum antiterrorism/force protection measures per Unified Facilities Criteria. Requirement: A major Air Force objective is to provide recruits with facilities conducive to their proper housing, dining, and training. Properly sized, sited, designed, and furnished facilities are essential to successfully train future Air Force enlisted personnel. This project provides the third of four satellite dining classroom buildings in the Recruit Housing and Training (RH&T) facility replacement program. Each satellite facility will serve two new ATC recruit dormitories (~2500 recruits). This program replaces dining hall and classroom facilities that are currently located in the Basic Military Training Squadron dormitory buildings. The ground floor will consist of a serving area, full service kitchen and dining area. Provides for laundry pickup and a minor clinic support area. KNOWN CONDITIONS: RH&T facilities, the BMT program, and Lackland AFB form an initial, but lasting impression of the Air Force to all new recruits. Existing 220,000 SF RH&T facilities, originally constructed in the 1960's and 1970's, were designed to provide housing, dining, classrooms, and other training space in one facility in order to develop teamwork, discipline, and Espirit-de-Corps among the recruits. These facilities are outdated and are inadequate to support current and planned accessions of Air Force Active Duty, Reserve, and Air National Guard personnel considering future force structure and strength. Due to deterioration, age, and exceeding their useful life, the RH&Ts require significant O&M capital to keep them operational -- an estimated annual average of $2.1M per RH&T ($16.8M for the existing 8 RH&T facilities). BMT has difficulty accommodating summer recruit surges while accomplishing maintenance, repair and renovation projects of the aging, inadequate, and substandard RH&Ts. Recruits do not have the minimum standard square footage during surge and overhaul periods forcing as many as 65 recruits per flight in facilities designed for 50 recruits per flight. The existing classroom space in the RH&Ts is approximately one-half of what is needed. The mechanical, electrical, and lighting systems and interior finishes are at the end of their useful lives and require replacement. The food preparation and serving areas are currently located in each RH&T building and need to be centralized to improve efficiency and accommodate new equipment. The Contractor shall provide all supervision, labor, materials, equipment, supplies, and transportation necessary to perform a complete replacement of existing BMT dining facility, JBSA - Lackland, AFB, San Antonio, Texas as specified within this RFP. All work shall comply with all State, local and Federal laws and regulations, and applicable code requirements. The Contractor shall be the constructor of record on this project. The United States Army Corps of Engineers (USACE) is committed to excellence in design and construction activity. The design and construction shall be an integrated approach that achieves the highest quality of operations and aesthetics in meeting the requirements of the building's users while, at the same time, is cost effective and establishes economical and efficient synergy among the systems and spaces applicable to the structure as a whole. In accordance with Department of Defense Federal Acquisition Regulation Supplement, DFAR 236.204(ii) Disclosure of the magnitude of construction project, the price ranges for the Project, BMT Satellite Classroom/Dining Facility #3 (DCF #3), JBSA - Lackland, AFB, San Antonio, Texas, is between $25,000,000.00 and $100,000,000.00. Estimated duration of the project is 600 calendar days from award. The North American Industry Classification System code for this procurement is 236210 - Industrial Building Construction which has a small business size standard of $36.5 Million. The Federal Supply Code (FSC) is Y1FC. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting, they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. If a large business firm is selected for this announcement they must also comply with the FAR 52.219-9 clause regarding the requirement for an approved subcontracting plan. Should the acquisition be set-aside for the 8(a) program, 8(a) firms are reminded they need to have a bona fide office in the geographical area of consideration where the work is to be performed as determined by SBA. The Small Business Participation requirements will be in the solicitation. The extent of Small Business Participation shall be evaluated in source selections for unrestricted acquisitions that require use of FAR 52.219-9, Small Business Subcontracting Plan, other than those based on the lowest price technically acceptable (LPTA) source selection process unless the contract, together with all of its subcontracts, will be performed entirely outside of the United States and its outlying areas. See paragraph A.4 of the DoD Source Selection Procedures. Additional guidance may be obtained at FAR 15.304(c)(4), DFARS 215.304 and DFARS PGI 215.304. The Army preferred methodology for evaluating Small Business Participation in unrestricted source selections is to establish a separate factor with an assigned relative order of importance for Small Business Participation as it relates to the other evaluation factors (DoD Source Selection Procedures 2.3.1.2.3). The factor shall be designed to require all offerors (both small and large businesses) to submit a Small Business Participation Plan (see sample plan at Appendix H). The offeror should articulate how small businesses will participate through performance as a small business prime offeror and/or through small business subcontracting. Prior Government contract work is not required for submitting a response under this sources sought synopsis. However, all construction performance must be in compliance with the USACE Safety and Health Requirements Manual, (EM 385-1-1, and must also comply with all Federal, State and local laws, ordinances, codes and/or regulations. The type of solicitation to be issued will be a One-Step, LPTA Design-Bid-Build Solicitation. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Anticipated solicitation issuance date is on or about 4 August 2016, and the estimated proposal due date will be on or about 3 September 2016. The official Synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov and inviting firms to register as "Interested Vendors" electronically to receive a copy of the solicitation when it is issued. Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information: 1. Solicitation number and project title. 2. Firm's name, address, point of contact, phone number, and e-mail address. 3. Duns and Bradstreet Number, Cage Code and Federal Tax Id. 4. Statement of firm's interest in bidding on the solicitation when it is issued. 5. Firm's capability to perform a contract of this magnitude and complexity, including the firm's capability to execute construction relevant comparable work performed within the past five years. Incorporate a brief description of the project, customer's name, timeline of performance, customer satisfaction and dollar value of the project - provide at least three examples. 6. Firm's Size: Large, small business category and business size, (Small Business, HUB Zone, Service Disabled Veteran Owned Small Business, or 8(a). 7. Firm's Joint Venture information if applicable - existing and potential. 8. Firm's Bonding Capability (bonding level per contract and aggregate bonding level, both expressed in dollars, via letter from the bonding company). Interested Firm's shall respond to this Sources Sought Synopsis no later than: 4:30 p.m. CDT 27 MAY 2016 via email only.
