- ATTACHMENT 5 - PROPOSAL SUBMISSION PACKAGE ATTACHMENT 4 - SECTION 5 ATTACHMENTS ATTACHMENT 3 - WAGE DETERMINATIONS ATTACHMENT 2 - GATE 195019 HANGAR 38 SCHEMATIC DESIGN ATTACHMENT 1 - GATE 195019 HANGAR 38 DB PROJECT SCOPE P16PS00872 SOLICITATION BODY P16PS00872 SF 1442 The work in this solicitation consists of providing all labor, management, supervision, tools, materials, equipment, and transportation necessary to perform the project entitled "Seaplane Hangar 38 Resiliency Repairs - Partial Deconstruction" at Miller Field Unit of Gateway National Recreation Area (GATE) located in Staten Island, New York. In general terms, the project entails removal of all additions and all original and subsequent enclosure elements, fixtures, finishes and appurtenances, leaving only the original structural steel framing and corrugated steel roof decking in place, followed by structural repairs, lateral reinforcement, surface preparation and application of a high-performance coating throughout, in order to create a stabilized steel "skeleton" with retained roof decking. This is solicitation for a Firm Fixed Price Design-Build Contract. The period of performance is estimated to begin September 1, 2016 and end on August 30, 2017, a total of 365 days. This procurement is a 100% total set-aside for Small Business. The two phase design-build source selection procedure, in accordance with FAR 36.3, will be utilized in this acquisition. Phase I responses will be evaluated upon the following factors: 1) Primer Construction Contractor's Prior Experience, 2) Designer Qualifications, 3) Prime Construction Contractor's Past Performance and 4) Designers' Past Performance. All Phase I factors are approximately equal in importance; a maximum of five (5) offerors will be selected to participate in Phase II. Phase II responses will be evaluated upon the following non-price factors: 1) Project Management & Operating Procedures, 2) Project Schedule and 3) Key Personnel & Subcontractors. Each non-price factor is approximately equal in importance, and all evaluation factors, other than cost or price, when combined, are approximately equal in importance to cost or price. Award is subject to availability of funds.
