- FA4528-16-R-0005 Synopsis This serves to provide notification to all small businesses for the upcoming solicitation for services non-personal: Provide all plant, labor, equipment, materials, tools, parts, and transportation to and from job site to construct a Safeguard Transport (SGT) parking pad, exterior electrical lighting for the parking pad, sub-grade, storm water drainage system, lightning protection system, curbside power supply, vehicle plug-in stations, a road to connect the parking pad to Building 1119, and other incidental features to meet user parking needs and force protection requirements. (Project No. QJVF 14-0027) in accordance with the project Specifications and Drawings. Magnitude of this solicitation is between $500,000 and $1,000,000.00. The North American Industry Classification System (NAICS) code for this project is 237310 (Commercial and Institutional Building Construction); The Business Size Standard is $36,500,000.00. The complete solicitation package, which includes the project plans and specifications, will be made available only through the FedBizOpps website at https://fbo.gov/. Anyone wishing to participate in this proposed procurement must obtain their copy from the internet. Copies will not be mailed from the Contracting Office. All amendments will be posted on FedBizOpps. Contractors will be solely responsible for obtaining amendments from this site to update files. This project will be solicited as a 100% Small Business set-aside with the intent to award a Firm-Fixed Price Contract in which award will be made, in accordance with the acquisition procedures established in FAR 15.101-2, to the offeror(s) whose evaluated offer/proposal represented the lowest priced technically acceptable. Anticipated issue date for the solicitation is at or about 30 days after issuance of this notice and can be accessed at the Federal Business Opportunities (FBO) website at www.fbo.gov. Notice to Offerors: NOTE 1: All prospective contractors must be registered in the System for Award Management (SAM) database at http://www.sam/gov/ before award of contract; failure to register in the SAM database will cause your firm to be ineligible for any future award. NOTE 2: "Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs."
