- ***** PRE-SOLICITATION NOTICE May 12, 2016 ***** The US Army Corps of Engineers, Detroit District, plans to solicit for a fixed price construction contract for the Poe Lock Electrical Modernization Project located at the St. Mary's River Navigational Locks Complex in Sault Ste. Marie, Michigan. SCOPE OF WORK: The contract will consist of one base contract and three contract options. The Scope of Work includes, but is not limited to, the following: Base Contract - Modernization of the electrical power distribution systems. Specific features of work under the base contract include work on the 480 VAC Power Distribution System, work on the 4160 VAC Power Distribution System, and upgrades to mechanical systems. The 480 VAC Power Distribution System includes replacement of existing control centers with motor control centers in three separate areas; replacement of existing 480 VAC cables; replacement of two 225KVA, 4160V/480V transformers with 500KVA transformers in new location; cable surveys and removal of unused cable; removal of piezometer heating and cooling units; install and incorporate multiple circuit panels, outlets, etc.; and replace several existing transformers with 3-phase 75KVA transformers. The 4160 VAC Power Distribution System includes replacement of 4160VA cable. The mechanical work includes removal, cleaning, and reinstallation of sump pumps, providing new sump covers, and new cables for power and controls. Transformer work includes concrete pads. Option One - Lighting systems. Specific features of work include re-use all existing conduit and device boxes based on (base contract) survey; replacement of gallery light switches and receptacles; provision of new emergency lighting system on uninterruptible power supply; replacement of lighting panels in the gallery; replacement of lighting transformers; replacement of operational lighting fixtures and cabling for the Gate Warning Lights; Fender Boom Lights, and other indicator lights. Option Two - Heating and ventilation. Specific features of work include replacement of ventilation fans, heaters and cabling. Option Three - CCTV Modernization. Specific features of work include replacement of the existing CCTV System utilizing existing fiber optic cables; replacement of four existing gate recess cameras on gates; and addition of new cameras and supporting infrastructure. GENERAL INFORMATION: This solicitation is unrestricted. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 238210. The small business size standard for this requirement is $15.0 million in average annual receipts. The Service Code is Y1PZ The estimated cost of construction is between $1 million and $5 million. The expected period of performance is one year for the base contract and eighteen months if all options are awarded. TIMING OF SOLICITATION: It is expected that the Solicitation for this project will be released and available during the first week of June 2016. Proposals will be due approximately one month following the publication of the Solicitation on this website. A contract award is expected in August 2016. SUBCONTRACTING: Contractors who submit proposals will be required to submit a Subcontracting Plan to demonstrate both a complete understanding of project and to demonstrate support and compliance with the Corps of Engineers goals and standards for subcontracting with classes of small business enterprises. Any Contractor who is not a registered small business will be required to submit a formal Small Business Subcontracting Plan. SECURITY REQUIREMENTS: Access to the project site will be restricted to persons who have been pre-screened through the National Crime Information Center (NCIC) and through the Government's E-verify program to confirm eligibility for employment in the United States. PRE-PROPOSAL CONFERENCE AND SITE VISIT A Pre-Proposal Conference and Site Visit will be scheduled during the second week following issuance of the Solicitation. Interested contractors will be required to submit the names of persons who are to attend for pre-clearance screening and preparation of passes. At least one week prior to the conference date, contact Ms. Brittney Bender at (906) 632-3312 or by email at Brittney.J.Bender@usace.army.mil to receive copies of the facility's background investigation application form. The completed form must be submitted for each individual planning to attend. Be prepared to provide the following information: Solicitation Number: W911XK-16-R-0005 Company Name and Telephone Number Visitor's Last Name, First Name, Middle Initial, and Suffix (Jr./Sr.) Visitor's Date of Birth Visitor's Driver's License Number, State of Issue, and Expiration Date Visitor's Citizenship Applications for pre-screening clearance may be submitted from the present time up to the week before the Pre-Proposal Conference date that will be identified in the Solicitation. BASIS OF AWARD Proposals submitted in response to the Solicitation will be evaluated for conformance with all stated requirements and evaluation factors identified in the Solicitation. It is intended that the construction contract will be awarded on a Low Price Technically Acceptable (LPTA) basis, by which the successful offeror will be identified as the offeror who submits the lowest price proposal that meets all of the stated requirements with no adverse past performance history or disqualification from award of federal contracts.
