Sources Sought with sample table SOURCES SOUGHT ANNOUNCEMENT No. W912HP-16-S-0026 Market Research FedBizOpps Synopsis Facilities Investment Services, Ft. Jackson, SC PURPOSE OF THIS ANNOUNCEMENT: THIS IS NOT A SOLICITATION NOTICE. No proposals are being requested or accepted with this Sources Sought (Market Survey). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. If the Government does issue a solicitation as a result of this market research, it will be assigned a Procurement Identification Number as W912HP-16-R-0026. The purpose of this Sources Sought is to determine interest and capability of potential qualified Small Business (SB), Certified 8(a) Small Business, HUBZone Small Business, Women-Owned Small Business (WOSB) and Service Disabled Veteran Owned Small Business (SDVOSB) relative to the North American Industry Classification (NAICS) code 561210, Facilities Support Services, in the State of South Carolina. The Small Business size standard for this NAICS code is $38.5 million. The type of solicitation issued, the geographical coverage of the Performance Work Statement (PWS), and the manner of advertisement (competitive or sole source) may depend on the responses to this Sources Sought synopsis. The U.S. Army Corps of Engineers (USACE), South Atlantic Division, Charleston District intends to issue a solicitation for an Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Task order Contract (SATOC) for Facilities Investment Services (Preventative Maintenance) at Ft. Jackson SC with an estimated value of $37M. USACE Charleston District is therefore conducting market research to determine the availability of qualified contractors to compete under a potential solicitation resulting from this announcement. Responses to this synopsis will be used as a market research tool in order to determine acquisition strategy and how the upcoming solicitation will be advertised. SUMMARY OF REQUIREMENTS: The Charleston District, U.S. Army Corps of Engineers (USACE) requires the support for facility investment services capable of managing the following: (1) Preventative Maintenance. Preventive Maintenance for various types of buildings, structures and dynamic equipment (HVAC, electrical, water heaters, emergency generator units, overhead doors, plumbing and fixtures, backflow preventers, grease traps, roof drains/gutters, access control systems, kitchen type equipment, Oil-water Separators, Underground/Above ground storage tanks, Central Energy Plant Boilers etc.) There will be a limit of liability for large equipment (Generators, boilers) per event, air handlers, chillers, pumps, cooling towers, and other equipment. The equipment covered is provided to give an indication of the scale and types of equipment covered. All Limits of Liability cover each piece of equipment each event. (2) Service Calls. Service calls are classified as emergency or routine work requests for repairs not covered under (1) above. Service calls are called into a work reception center, are brief in scope, and do not reasonably require detailed job planning. (3) Facility Investment. Primarily consists of infrastructure sustainment and minimal restoration and modernization work. It includes repairs or replacement of facility components that are expected to occur periodically throughout the life cycle of facilities. This work can include roof repairs, refinishing of wall surfaces, repairing and replacement of heating and cooling systems, replacing tile and carpeting, and similar types of work. Fort Jackson has a need for recurring Facility Investment services for their facilities (113 building structures with over 5 Million Square feet of facilities) located in Columbia, SC. The Contractor shall be capable of providing Performance and Payment Bonds within five (5) calendar days after award. The contractor shall begin work within five (5) calendar days after acknowledgement of the Notice to Proceed. Completion time for this project will be specified in the solicitation. If the contractor fails to complete the work within the specified number of days, the contractor shall pay liquidated damages to the Government in the amount specified in the contract. REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT (1) Your firm's intent to submit a proposal for this project when it is formally advertised (2) Name of firm with address, phone and point of contact. (3) Bonding capability-both single and aggregate, as evidenced by submission of Surety Company letter stating bonding capacity. (3) CAGE Code, DUNS number OR a copy of your entity record on SAM.gov. (4) Size of firm (large or small), to include category of small business if applicable, such as 8(a), HUBZONE, SDVOSB, WOSB, etc. Any supporting documentation that confirms your socio-economic status should be provided, i.e. letter of certification from VA confirming SDVOSB status. The Government must be able to verify SBA certification of Hubzone and 8(a) via SAM and/or the Dynamic Small Business Search. Note: (1) If the decision is to Set-Aside this procurement for HUBZone Small Business, the contractor shall be required to perform in accordance to 13 Code of Federal Regulation (CFR) SUBPART 126.700. (a) A qualified HUBZone Small Business receiving a HUBZONE contract for general construction must perform at least 15% of the contract either itself or through subcontracts with other qualified HUBZONE Small Business concerns. Note: (2) If the decision is to Set-Aside this procurement for Service Disabled Veteran-Owned Small Business, the contractor shall be required to perform in accordance to Federal Acquisition Regulation (FAR) 52.219-14 Limitation on Subcontracting (b) states, "The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees." (5) Firms submitting responses shall provide evidence that they are capable in managing a facility investment services IDIQ contract. Firms shall provide three (3) recent and relevant examples where they performed similar requirements specified above as the prime contractor with a minimum of a $5M burn rate per year. Recent is defined as any projects completed within the past five (5) years, but should demonstrate at least three years of successful performance. Include contract number, project location, description of work requirements, contact and phone number for each effort and other references. Identify the types of projects, the services which were provided, and any special challenges encountered and innovations delivered as a result. The Government will not give credit to projects if the lack of information hinders the ability to determine relevancy and/or level of experience. NOTE: IF YOU DO NOT INTEND TO SUBMIT A PROPOSAL FOR THIS PROJECT WHEN IT IS FORMALLY ADVERTISED, PLEASE DO NOT SUBMIT A RESPONSE TO THIS SOURCES SOUGHT SYNOPSIS. This Sources Sought synopsis is open to small businesses only. Those small business firms responding should identify ALL categories pertaining to your business: Small Disadvantaged Business (SDB), certified 8(a), certified HUBZone, Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), etc. A determination regarding the potential for small business set-asides will be based on the information and interest received as a result of this notice. Reference number 4 above. Firms responding to this Sources Sought announcement, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this Sources Sought announcement. WHEN / WHERE TO SUBMIT RESPONSES: Interested business concerns are requested to complete and return via email the requested information. Your evidence of capability defined in paragraph (5) above shall NOT exceed five (5) pages, and shall be submitted no later than 4:00 PM Eastern time Friday, 27 May 2016 to the attention of the Contract Specialist, Amy S. The spreadsheet attached is a sample and can be used to submit project information. Participation is voluntary; respondents will not be paid to participate. However, your participation in this market research endeavor is greatly appreciated and will be instrumental in assisting the USACE Charleston District in making the solicitation decision most appropriate for market conditions and to meet the Government requirements. NOTE: The Government does not intend to rank submittals or provide any reply to interested firms. Submittals will be used for market survey information only. Interested parties providing information as part of this market research process are hereby advised that your information will NOT be used later as part of the evaluation process should you choose to submit a proposal in response to any solicitation that may result in the future. PLANNED SOLICITATION: A Pre-Solicitation announcement will follow this Market Survey, and the solicitation will follow after that, no sooner than 15 days later. Currently it is estimated that the formal solicitation could occur any time before December 15, 2016. At this time the Government's acquisition strategy is unknown.
