Description
The US Army Engineer Research and Development Center (ERDC), Environmental Laboratory (EL), Environmental Chemistry (EPC), Environmental Processes (EPP), and Environmental Engineering (EPE) Branches relies on a variety of analytical instrumentation to determine contaminants and interactions of contaminants in environmental systems. The analyses performed by the instrumentation in the EPC, EPP, and EPE branches allows scientific innovation, environmental quality, regulatory compliance, and technical approaches to resource management. These analyses are critical for timely execution of both Military Direct and Civil reimbursable projects, including the Simple Surfaces Focus Area, and Nano Focus Area. A service contract for the maintenance and repair of instrumentation will enable EPC, EPP and EPE teams to continue meeting project goals. The objective of this contract is to provide preventative maintenance and repair services for the instrumentation located in the EPC, EPP, and EPE branches of the Environmental Laboratory at ERDC, Vicksburg, Mississippi. This contract includes all functions, tasks and responsibilities normally performed by a Machinery Maintenance Mechanic with an engineering and science background. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform maintenance services that include, but are not limited to, preventative maintenance; service and repair for any system malfunction; and routine maintenance and repair/replacement of existing components and parts to sustain daily operations. The Contractor shall comply with all applicable laws and regulations, including but not limited to Federal Law, Mississippi State Law (s), Occupational Safety and Health Administration (OSHA) regulations, Army and installation regulations. The scope of work for this maintenance contract includes: • One scheduled visit for preventive maintenance (PM) per year • Unlimited service visits for all repairs and instrument performance issues • Cost for all consumables, repair parts, boards, and pumps included in contract • Cost for all on-site labor, travel and expenses included in contract • Quick service (3 day or less) response once notified of service/repair need • Qualified repair/service technicians and replacement parts The Government anticipates this solicitation will result in a contract. The duration of the contract will be for 5 years. This synopsis is in reference to the pending solicitation, W912HZ-16-R-0019. This announcement is not a request for proposal (RFP). The solicitation will be available on or about 3 calendar days after this notice and the due date of receipt proposals will be at least 30 calendar days from the RFP issue date. The solicitation will be available on the Federal Business Opportunities (FedBizOpps) website. It will be the offeror's responsibility to frequently check the FedBizOpps site where the solicitation is to be posted for any amendments/changes to the RFP issue, and closing date. Hardcopies will not be available. This procurement is under NAICS code 811219 with a Size Standard of $20,500,000.00. No technical questions will be considered prior to the release of the solicitation.
