Pre-solicitation Notice: VA245-16-N-0085 Minor Project No. 688-16-004 Award Item - AE Design and Construction period services for NRM project. 1.Overview- Upgrade Sprinkler System Building #6 1.1Government Agency Department and Address: VAMC WASHINGTON, D.C. 20422 - VISN5 1.2Project Title, Number and Location: Project Title: Upgrade Sprinkler System This acquisition is for Architectural/Engineering Services, and is procured with the Brooks Act as implemented in Subpart 36.6 of the federal acquisition regulation. All submissions will be evaluated in accordance with the evaluation criteria attached herein. A "short list" of six or more firms deemed most highly rated after initial source selection will be chosen for interviews. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this amount. Award of the base bid will include work associated with upgrading the sprinkler system in building #6 at the DC VAMC. (Kick off meeting after award.) This procurement is a 100% set-aside for Service-Disabled Veteran Owned Small Business firms. Before a SDVOSB is proposed as a potential contract, they must be "verified" by VETBIZ (www.vetbiz.gov) and registered in SAM (www.sam.gov) database(s). Failure of a proposed SDVOSB to be verified by CVE at the time the SF330 is submitted will result in their elimination as a proposed contractor. The proposed services will be obtained by a negotiated Firm-Fixed Price Contract. The NAICS Code for this acquisition is 541310 and the applicable Small Business Size Standard is not more than $7.5M average annual gross revenues for the past three fiscal years. The construction cost range for this project is between $5M-$10M. Eligible AE firm must have a working office location within 0-200 mile radius of the VAMC, 50 Irving Street Washington D.C 20422. This distance is determined according to www.randmcnally.com. This will be verified through www.sam.gov and VETBIZ. The selected AE firm(s) shall be in accordance with FAR 2.101 definition of "Architect-engineer services" as defined in 40 USC 1102 and FAR Part 36.6 to provide professional AE services for the Veterans Administration as required. AE(s) signing drawings must be licensed in West Virginia. Project Title: Sprinkler upgrades Bldg. # 6 (DESIGN)Project # 688-16-004 Scope of workMay 10, 2016 DC VA MC, 50 Irving Street, Washington DC 20422: Community Living Center (CLC) Building # 6, Wings K, J, H and as stated in this document. General: This is a design and construction administration project to separate the existing Water Based Fire Protection System from the Non -potable hot water heating returns. This change is needed throughout Building #6, three levels: Basement (Mechanical); 15` floor (patients) about 14,450 sq. ft. and 21'd floor (patients) about 16,350 sq. ft.; Basement floor is to be included for replacing new sprinkler heads, therefore all the three levels of Building #6 to be with new sprinkler heads / new system. This is to comply with current NFPA, Federal and local fire alarm design codes and regulations. In addition, should be compatible to DC VA MC current Fire Alarm System. Both as stated above need to be coordinated with hospital center control network. This work should be phased to limit the interruption of hospital services. The project design may call for replacing old valves and/or adding new valves. Following departments but not limited to will be impacting the services during design and construction phases: Dental, Audiology, and Engineering Sections (Plumbing, HVAC, and Safety). Architect-Engineering firm (A/E) needs to perform survey for (1) required adequate pressure (2) existing equipment condition (3) need to replace or upgrade pumps, valves, removal of unnecessary piping, integrity of the re-heat two separating system, (4) Study on removal of unnecessary equipment that the sprinkler system and HVAC system share. Tie in to the dehumidification air handler. (5) Graphic submission is required to show existing and new/proposed design. The existing hot water heating system and fire sprinkler system should be separated per the applicable code. The survey needs to perform tests on required pressure and balancing of existing equipment to justify upgrading any part. All heat exchangers and tie in to the dehumidification air handler (5) needed insulation work and (5) potable water distribution lines. Graphic submission is required to show existing and new/proposed design. The existing water distribution is mixed up and need to be separated out per the applicable code. The survey needs to perform tests on required adequate pressure and condition of existing equipment to justify upgrading any part. The separation of the two systems needs to be identified. Any upgrades on valves, pumps or heat exchangers need to be DDC and compatible to the Siemens Control System. The existing Fire Alarm Systems, and HVAC programmatic deficiencies, maintenance and repair programming are being taken care by: Siemens Industry, Telephone # 301-837-2803; 301-512-2803 6435 Virginia Manor Road Beltsville, MD 20205 This information above is furnished a' s survey tool for the existing and may offer help in design efforts. There will be involvement of other departments as an act to coordinate the project design. Asbestos abatement activity is not the part of this project; however while surveying and when noticed need for abatement work, that is to be notified to the Contracting Officer and/or Contracting Officer's Representative (COR) for necessary action. Abatement requirements observed during survey are to be noted on drawings and in specifications In-order to put new lines/conduit some removal of existing lines shall become necessary to penetrate through walls and/or floors. Finish to match existing and fire proof caulking at penetration areas should become necessary which need to be included as part of this project. 1.1Introduction: The purpose of this contract A/E is to provide construction documents such as design drawings, specifications, estimate and administrative services in support of the Veterans Administration (DC VAMC). The contract A/E shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items such as site investigation trips, water pressure testing and reports. 1.2 Background: The contract A/E should have qualification/experience to design Fire Protection systems and to deal with hospital level risers and sizes along with any controls that interface the existing hot water heating/sprinkler system and new requirements. 1.2.1Administrative Responsibility: The Contract A/E shall perform the related material requisitioning, quality control (QC), meetings, and correspondence; also maintain accurate and complete records as well as a work plan. Submittals, respond to Request for Information (RFI) are under the administrative part along with comply with applicable VA Federal Acquit ion Requirements (VAFAR). 1.1 Objectives: The A/E shall perform as specified in this Contract and under the direction of the Contracting Officer (CO) and /or the designated representative, also known as the Contract Officer's Representative (COR). 1. 4 Scope: The Contract A/E shall perform all work and assume responsibility for planning, programming, administering, managing, and executing all functions necessary to provide the specified in this project. The conduct of work shall be in accordance with this project needs and all applicable United States (U.S.), and local laws, regulations, standards, provisions, and directives. This shall ensure that all work meets the level of service, as is the accepted industry standards and practices. 1.5.1 A/E Management: There is a requirement to provide construction schedule to maintain fire and sprinklers system active all the time except phasing time duly informed to the department/area involved. Contact manager of the project needs to provide with all possible contact approach during working hours. The Contract Manager shall conduct overall management coordination and shall be the central point of contact (POC) with the Government for performance of all work. At the Post Award conference, the Contractor shall submit to the COR, in writing, the name, title, office, home and mobile telephone number of the Contract Manager. A Contractor employee shall be designated to act for the Contract Manager (Alternate Contract Manager) when work is being performed outside of duty hours, or during the Contract Manager's absence. Both the Contract Manager and the Contractor employee filling in for the Contract Manager, shall have full authority to act for the contractor on all Contract matters relating to daily operation of this Contract. 1.5.2: Any employee working for the project must carry badge in the DC VAMC complex contract limits. Obtain badge is to be applied about 6 weeks in advance. 1.5.3 Contractor Responsiveness: The Contract Manager or designated alternate shall be available for telephone communication and site attendance during normal work hours except during Federal Holidays. The Contract Manager and any individuals designated to act in that capacity shall have full authority to contractually bind the Contractor for prompt action on matters pertaining to execution of the project. 1.7.4 Meetings, Conferences, and Briefings: The Contract A/E shall attend, participate in, and furnish input to scheduled and unscheduled meetings, conferences, and briefings that relate to the functions and services herein as required by CO/COR. The Contract Manager or designated representative shall attend meetings as requested by the Government. Meeting attendees may include Contractor managerial, supervisory, and other personnel knowledgeable of the subject matter. 1.7.5 Hours of Operation: The contractor is responsible for conducting business, between the hours of 07:30 a.m. and 04:30 p.m. Monday through Friday. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this project. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce. 1.7.6 Recognized Holidays: The contractor is not required to perform services on designated Federal Holidays. This plan is focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). 1.7.9 Place of Performance: The work to be performed under this contract will be performed at the Veterans Administration, DC VAMC, 50 Irving Street, NW Washington DC 1.7.10 Type of Contract: The government will award a sealed Bid Firm Fixed Price Contract. 1.7.11 Drawing Submission Requirements: Maximum Calendar days from beginning Notice to Proceed (NTP) to 100% delivery: 200 days or 6.6 months. 15: Days Survey existing conditions 45: Days 15% Design Drawings, Submit 2 complete sets 75: Days 35% design drawings, Spec. sections, and draft estimate, 2 complete sets 135: Days 65% design, Estimate &Edited Specs.2complete sets 155: Days 75% - Contract Documents: 2 complete sets 200: Days 100% Comply comments. Contract Documents full: 2 Complete AND 2 CDs 100 % 2 complete sets and 2 Project CDs: Drawings shall follow CAD Standards. Total days: 200/6.6months. Cover sheet shall show: Project name & number, Name of Architect & consultants, Index of Drawings, list of references, design manuals and HVAC control; General Notes. 1.7.11 Local Security: The contractor and all associated subcontractor employees will comply with applicable station rules and local security policies and procedures provided by the COR. The contractor will also provide all information required for background checks to meet installation access requirements to be accomplished by the station Police or Security Office. The contractor workforce must comply with all personal identity verification requirements as directed by local authorities. 1.7.12 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, equipment, and materials shall be secured at a contractor owned location. 1.7.13 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, COR, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government. 1.7.14 Contracting Officer Representative (COR): The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in costor price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the contract or resulting order. 1.7.15 Identification of Contractor Employees: All contractor personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as contractors such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. All employees of the contractor need to wear clothes or badges throughout their duty hours to be identified easily as contractors by third parties. 1.7.2 Safety 1.7.2.1 Safety Program: The Contractor's safety program shall fully comply with the provisions of OSHA, local municipality, and directives. In cases where standards conflict the stricter THIS IS NOT A REQUEST FOR PROPOSAL. This is a request for SF 330's Architect/Engineer Qualifications packages only. Any requests for a solicitation will not receive a response. No material will be issued and no solicitation package or bidder/plan holder list will be issued. This acquisition is open to all firms meeting the qualifications of a SDVOSB under the associated NAICS code as registered in ORCA and SAM and VETBIZ. Eligible and qualified A/E firms are required to submit THREE (3) hard copies and ONE (1) via CD of their entire completed SF Form 330 packages; SF330 forms are available on-line at: http://www.gsa.gov/portal/forms/type/SF. Submission of information incorporated by reference is not allowed. Prospective firms shall address all selection criteria factors within their submitted SF330 package. All hard copy submissions must be bound in some manner. Information shall be submitted no later than 2:00 local time on May 26, 2016. Packages are limited to 75 pages with minimal pictures. Shortlisted firms will be scheduled for oral presentations/interviews. Negotiations will be made with the highest ranked firm. Telephone inquiries will not be honored. No faxed or emailed forms/submissions will be accepted. The Scoring for the A/E Interview will be as follows: The AE firm will be evaluated using the following criteria (1)PROFESSIONAL QUALIFICATIONS NECESSARY FOR SATISFACORY PERFORMANCE OF REQUIRED SERVICES- Provide brief resumes of proposed team members who will specifically serve as the Project Managers and Designers of Record (Mechanical, Electrical, Fire Protection Engineer) In addition, provide resumes of other relevant team members such as Architect, Civil, Structural Engineers, Cost Estimator, and team members who will perform technical tasks under this contract. The Designers of Record shall perform and direct the design within their respective discipline and shall sign and seal drawings. All Designers of Record must be professionally registered in their discipline. Each resume shall include a minimum of three (3) specific completed projects that best illustrate the individual Team members experience relevant to this contract scope; (2)SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE IN THE TYPE WORK REQUIRED- Provide a detailed a narrative of up to 10 (maximum) relevant projects completed within the last 5 years, that best illustrate overall team experience relevant to this contract scope. List projects that demonstrate the teams experience with projects of similar size and scope to those to be performed under this contract; (3)PAST PERFORMANCES ON CONTRACTS WITH GOVERNMENT AGENCIES AND PRIVATE INDUSTRY IN TERMS OF COST CONTROL, QUALITY OF WORK, AND COMPLIANCE WITH PERFORMANCE SCHEDULES. - Discuss firms' ability to work with Government entities and design standards or similar relevant experience with other entities. Provide a copy of all performance evaluations (NE) issued for government contracts (as applicable). For non-Federal contracts, provide facility owner Documentation of the firms' performance issued, on that contract. If no documentation exists, please state. Provide accessible owner points of contact: name, title address, telephone number, e-mail, and fax number and provide copies of awards and letters of appreciation/commendation as desired; (4)ORGANIZATION, MANAGEMENT, AND QUALITY CONTROL- Discussion of the firms' organization and management process. Demonstrated success of the Quality Control (QC) program used by the firm to ensure quality products. In narrative form outline the firms' approach to design and project management. Document the firms' ability to handle projects with multiple end-users and complex requirements. Describe the teams' organization. Provide an organization chart that identifies the overall relationship and lines of authority of the proposed team; 5) CAPACITY- to accomplish the work in the required time. Submission requirements for the prime and each proposed consultant to be assigned to the team, list all current projects with a design fee within the range of $200,000.00-$500,000.00 being designed in the firms' office. Indicate the firms' present workload and the availability of the project team (including sub-consultants) for the specified contract performance period; describe experience in successfully delivering projects per performance schedule, providing timely construction support, and successfully completing multiple projects with similar delivery dates (6)LOCATION- located within 150 miles radius of the Martinsburg VA Medical Center, 510 Butler Avenue, Martinsburg WV, 25405. Describe and illustrate the teams' knowledge of design approaches, construction materials, codes/ordinances costs and other conditions unique to the geographic area related to the contract for which the submittal is being made. (7)LITIGATION AND INSURANCE -Provide a detailed narrative of the firms current and past litigation and professional liability insurance certificate. -SEE ATTACHED SHORT LIST FORM This acquisition is for A/E Services, and is procured in accordance with the Brooks Act as implemented in Subpart 36.6 of the Federal Acquisition Regulation. AE firms meeting the requirements described in this announcement are invited to submit: (1) a Standard Form (SF) 330, Architect-Engineer Qualifications, Parts I and II and (2) any requested supplemental date to the procurement office shown. Firms registering for consideration for future Federal AE projects are encouraged to electronically submit SF 330 Part II, General Qualifications, to http://www.bpn.00v/orca/login.aspx, and to update at least annually. Firms with a SF 330 Part II on file in this central Federal database do not need to submit a Part II for this acquisition unless directed by the announcement. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size and geographic location of firm, specialized technical expertise or other requirements listed. Following an evaluation of the qualifications and performance data submitted, six or more firms that are considered to be the most highly qualified to provide the type of service required will be scheduled to provide an oral presentation/interview. These firms will then be shortlisted in order of preference based on the demonstrated competence and qualifications necessary for satisfactory performance in accordance with the specific selection criteria listed in the announcement.
