- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst intends to procure on a non-competitive basis sixteen (16) Fly-Away Tow Bars P/N 001700. This tow bar connects directly to the P-8A's nose landing gear to enable transportability around the tarmac and flight line when the aircraft is traveling to external and foreign airports that are not designed for P-8A use. It has a custom head attachment for the aircraft's unique nose landing gear that has been manufactured using specialized shear bolts that have been tested and certified to withstand an undisclosed amount of shear load during the towing process. These units are required to support the P-8A aircraft, outfit the Royal Australian Air Force, and fill deficits for the United States Navy. The Government intends to issue a sole source contract to Aero Specialties Incorporated, 11175 W. Emerald St, Boise ID 83713-8932. Under the authority of 10 USC 2304(c)(1), FAR 6.302-1, this firm is considered the only responsible source to perform this effort. Aero Specialties Incorporated owns the drawings and proprietary rights and since they worked directly with the Navy to generate custom units to meet their needs, it is the only Original Equipment Manufacturer for this item. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
