Description
SOLICITATION This Synopsis/Solicitation is being re-posted to FedBizOpps under the same Solicitation Number to correct being accidentally deleted. The Solicitation includes the re-posted Amendment 0001 as-well that extended the due date. This Synopsis/Solicitation is being posted to satisfy the requirement under the Federal Acquisition Regulation 5.201 and Defense Federal Acquisition Regulation Supplement PGI 206.302-1(d). The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to negotiate on a non-competitive basis with Virginia Polytechnic Institute & State University (VA Tech) 1880 Pratt Dr., Suite 2006, Blacksburg, VA 24060, for engineering and research and development. Under the authority 10 USC 2304(c)(1), FAR 6.302-1, the Government intends to issue a sole source contract to Virginia Polytechnic Institute & State University (VA Tech). The justification for this contract through less than full and open competition is due to fact that VA Tech has a Program of Record utilizing the Ground Unmanned Support Surrogate (GUSS) developed by VA Tech. Other VA Tech labs available and necessary for NSWCDD research efforts include Joint Unmanned Systems Test, Experimentation and Research Facility, Autonomous Systems and Control lab, Vibration and Acoustics lab, Non-linear Systems lab, and Robotics and Mechanisms Lab. VA Tech's Center for engineering and research and development was largely built upon research performed under past NSWCDD efforts and represents a critical research base developed with naval resources. This is a sole source notice published for informational purposes only and not a request for competitive proposals. However, all responsible sources may submit their technical capabilities, which, if received within 15 calendar days of publication of this notice, shall be considered by NSWCDD. All responses must be submitted to the Government point of contact at the e-mail address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. All information and data received in response to this notice marked or designated as corporate proprietary information will be fully protected and held in strict confidence. Interested businesses are invited to submit capabilities statements, not to exceed a total of 15 pages in length with font size 9 or greater describing their ability to fulfill this requirement. Capability statements must include the following: (1) A brief description of the Offeror's capabilities as described in the Draft Statement of Work (C.4 and C.5), attached. This acquisition is intended to obtain support for specific technical capabilities related to research, development, test and evaluation as they relate to Hybrid Energy Internally Transportable Vehicle Trailer ITV-Ammunition Trailer based Mobile Hybrid Power System; Ground Unmanned Support Surrogate; Advanced Perception Supporting Autonomous Vehicle Operations; Railgun Energy Recovery Demonstration; Multicore Real-Time Hypervisor and Resource Management Techniques; Cyber Assurance; Surface Reaction Kinetics; and Autonomous Logistics Connector. The scope of work for each of these areas will encompass work performed on previous and current contracts with VA Tech. (2) The qualifications, capabilities, and experience of the contractor's personnel that would be available to support the effort, including the personnel's security clearance level. (3) The respondent's business size and any socio-economic programs that may apply. Include your company CAGE code (if you have one) and POC information with your response. No telephone responses will be accepted. Responses must be received no later than 12:00am Local Time on Thursday, 12 May 2016 via e-mail to Sheila.ballard@navy.mil. Responses shall reference "Solicitation Number: N00178-16-R-2000." THIS IS A SYNOPSIS/SOLICITATION ANNOUNCEMENT AND THE GOVERNMENT WILL NOT PROVIDE REIMBURSEMENT OF COSTS ASSOCIATED WITH THE DOCUMENTATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT.
