- Picture #6 Picture #5 Picture #4 Picture #3 Picture #2 Picture #1 SF-1442 US ARMY CORPS OF ENGINEERS SANDY LAKE DAM RECREATION AREA 22205 531st LANE MCGREGOR, MN. 55760 218-426-3482 DESCRIPTION/SPECS/PERFORMANCE WORK STATEMENT SUPPLY/DELIVERY/INSTALL NEW PLAY SYSTEM AT THE SANDY LAKE DAM & RECREATION AREA 1. GENERAL. 1.1. Scope of Work. The work to be performed under this contract consists of furnishing all plant, materials, equipment, supplies, labor and transportation and performing all work as required by the contract, in strict accordance with the specifications and in accordance with federal, state and local laws and regulations. All work materials and services not expressly called for in the specifications or shown on the drawings but which are necessary for completion of the contract requirements shall be performed and furnished by the Contractor at no increase in price to the Government. 1.2. Payment. The contractor must submit a copy of the payrolls and invoice to the Section Supervisor at the following address: US Army Corps of Engineers, Sandy Lake Recreation Area, 22205 531st Lane, McGregor, MN. 1.3. Description and Location. The Sandy Lake Recreation Area is a Corps of Engineers managed recreation area with heavily utilized facilities including a dam, campground, boat ramp, picnic areas, beach, playgrounds, etc. It is located on 13 miles north of McGregor, MN on Big Sandy Lake. 1.4. Contract Period. All contract work must be completed by 30 September 2016. 1.5. Safety. All work shall be performed in accordance with all state, federal and local laws and regulations and the Corps of Engineers Safety and Health Manual, EM-385-1-1. A copy of this manual can be found online at: http://www.publications.usace.army.mil/Portals/76/Publications/EngineerManuals/EM_385-1-1.pdf 2 SPECIFICATIONS 2.1 General Description: Work under this contract includes: Removal of the existing 430 linear feet of treated lumber containment border that lies around all playground components in the play area complex, and approximately 4,000 cubic feet of pea rock media and material from the playground impact zones and immediately surrounding areas. The material outside the impact area is sod and mixed soils. Installation of new play systems, treated and stained containment border and engineered wood fiber media as described below. 2.2. Delivery: The Contractor shall deliver the new playground equipment to the Sandy Lake Recreation Area at 22205 531st Lane, McGregor, MN. The Contractor shall contact Tamryn Johnson via phone at 651-290-5845 or email, Tamryn.johnson@usace.army.mil, to coordinate delivery, unloading and staging of the equipment. 2.3. Removal and Disposal: The Contractor is responsible for removing and off-site disposal of: the old playground system consisting of a metal monkey bar, swing set and plastic slide; approximately 430 linear feet of treated lumber containment borders; and approximately 4,000 cubic feet of pea rock and soil media - according to local, County and State Disposal Codes. See Exhibit A and Exhibit B. 2.4. Installation of Play System Components: The Contractor shall install new commercial grade playground system components as follows. See Exhibit C for approximate installation locations. • 2.4.1. Play system: The Contractor shall install new Commercial Playground Systems equivalent to the Rainbow Play Systems Commercial Swing Set Design 2A. The play system shall be installed within the same impact area of the existing swing set system, extending one additional foot on the north side of the existing area to accommodate the safety use zone required. o Slides and plastic components of the play system are to be green in color. o Play system shall have a wood canopy. o A minimum of 23 play activities shall be provided by the play system (Example: Bubble panel, ships wheel, cargo chain ladder, extended bubble, TTT rail, 9.5' tube slide, HAHA mirror, learning center, binoculars, monkey bar, shimmy bar, and 8' tube slide) o Play system should be designed for children 2 to 12 years of age and hold at least 24 children. o Play system height should not exceed 13.5 feet. o Wood components of the system shall be redwood and come with a minimum 10 year warranty against structural failure due to wood rot or insect infestation. o The plastic tube slides and spiral slides shall have a minimum 5 year warranty free from defects in materials and workmanship. • 2.4.2. A 3 Bay Swing Set, shall be installed on the north-east side of the Wooden Play System, centered in a manner so that the manufacturers use zone requirements for the component are met. o Swings for the component shall include: 2 qty belt swings and 1 qty ADA adaptive swing seat (rated to hold 125 pounds). o Swing set legs & top rail shall be constructed of at least 3 ½" galvanized steel pipe. o Total swing set height shall not exceed 7 feet 6 inches. o Swing hangers shall be self-lubricating o Swing set shall be designed for ages 5-adult • 2.4.3. 10 Foot Length Track Rider freestanding playground component shall be installed within the same impact area as the existing monkey bar system. The track rider shall be installed in a manner compliant with manufacturer's safety use zone requirements. o Component shall be blue in color. o Slider shall feature a four-wheel trolley for easy gliding back and forth. o End cap bumpers shall be installed on both ends of the track for safety. o Component shall be constructed of steel. o Intended user age is 5-12 years of age. 2.6. Installation of Play System: The play system shall be installed according to manufacturer's recommendations and must meet all national, state and local playground safety and ADA codes. 2.7. Installation of Containment Border: The Contractor is responsible for installing a playground containment border around the areas specified in Exhibit D and as detailed below. • 2.7.1 Lumber Border. Approximately 451 linear feet of 2" x 12" treated lumber shall be used as the playground containment border. o The border shall be installed level, plumb, and have 90 degree corners and straight sides. o The top of the containment border shall be installed 8 inches above grade, with the exposed lumber having a smooth texture and rounded edges. o The containment border shall be stained with an oil based or semi-transparent exterior stain in contrasting color to the engineered wood fiber surfacing media. Contrasting color should still blend with the environment. o Colors such as red-brown, dark green, dark brown, or black are acceptable, as long as contrast is provided to increase visibility and minimize tripping hazard. o The impact border shall be staked and fastened approximately every 5 feet on the treated 2" x 12" so that the borders are held in place and do not lose shape over time. o The joints in the impact border shall be held in place with a 2 foot piece of treated 2" x 12" lumber screwed on both sides of the joint so that the joints do not separate. • 2.7.2 Installation of ADA Threshold Ramp: One threshold ramp, consistent with ADA guidelines for playgrounds, shall be installed within the main play area containment border - See Exhibit D. o Ramp shall be made of lumber and stained the same color as the containment border, so as to provide a uniform appearance. o Ramp shall be designed with a minimum of 4" sides, to act as a bumper. o Ramp shall be secured to the containment border in a movement preventing manner. 2.8. Playground Surfacing Material. Engineered wood fiber shall be used as the playground surfacing material. A geotextile fabric shall be laid beneath the wood fiber to prevent weed encroachment and ensure adequate drainage. Surfacing material shall be laid at a continuous depth of 12 inches (non-compacted) within the impact areas and dimensions shown in Exhibit D. The media shall be raked level. 2.8. Size of Play System/Swing Set Impact Area: All playground areas in the complex shall have impact media installed, dimensions are shown in Exhibit D. The impact area of the main play system with new components shall be 33 feet wide by 59 feet long. The Contractor will remove a strip of sod and topsoil 1 foot wide by 59 feet long by 6 inches deep on the north side of the existing area to meet these dimensions. 2.17. Work Area: The contractor is responsible for leaving the work area in the same condition as before the start of contract work. Any damages to facilities or the lawn area shall be repaired at the contractor's expense. All construction debris shall be removed and disposed of off-site in accordance with local and state regulations. • The area around the main play area shall have landscaping repaired so as to ensure a seamless flow from lawn to playground. This will require backfilling and grass seeding.
