Do not request a copy of a solicitation. Respondents will NOT be notified of the results of this notice. No reimbursement will be made for any costs associated with providing information in response to this "Sources Sought Notice" or any follow-up information requested. This Notice is published to gain knowledge of Small Business Architect Engineering Firms that are interested in and capable of performing the Architectural and Engineering services detailed below. Project Description: The project is the Tomochichi United States Courthouse Alteration/Renovation, located in Savannah GA. The Tomochichi United States Courthouse has a basement, three floors above ground, an attic and a lookout tower with six floors and is currently listed on the National Register of Historic Places (#74000663). The Second Renaissance Revival style Tomochichi Courthouse is located within the City of Savannah's National Historic Landmark District and was individually listed on the National Register in 1974. Designed by Jeremiah O'Rourke, the original 1894-1899 rectilinear portion has a granite base with richly ornamented white Georgia marble facade. The L-shaped addition, constructed in 1930-1932, emulates the detailing of the original building but executes it in glazed white terra cotta rather than marble. Together, the renovated Tomochichi Courthouse in conjunction with an Annex to be constructed as a separate project between Whitaker Street and Telfair Square, will improve security, provide for future growth, co-locate the court family, and positively impact downtown Savannah. Due to the age of the existing Tomochichi Courthouse, major upgrades and/or replacement of major building systems including the building enclosure, plumbing, HVAC, electrical, vertical conveyance and life safety systems are needed to ensure continued operation for the Courts and to address energy efficiency. The Tomochichi Courthouse is located at 125 Bull Street in Savannah, Georgia. The building is a 125,668 square foot structure built in 1897, with a 1932 addition that tripled the size of the original building, and a 1994 interior renovation for the removal of the postal service.. The site is bounded by Bull Street, West York Street, Whitaker Street and East State Street in the Savannah GA Historic District. This new alteration project will be an anchor for revitalization and future compatible development in the Historic District, and its design should reflect the dignity, enterprise, vigor and stability of the Federal Government. The renovated Tomochichi United States Courthouse will be approximately 125,668 gross square feet (GSF), including 7 inside parking spaces. The Courthouse will provide a total of three (3) courtrooms - one (one) District, one (1) Senior District and one (1) Magistrate Courtroom. The building will provide space for the United States District and Magistrate Courts, United States Marshals Service, United States Attorney's Office, and GSA's Public Buildings Service. The Estimated Construction Cost range is approximately $50 to $60 million. The selection of an architecture firm will be based upon GSA's Design Excellence procedures. GSA's Design Excellence procedures can be located at the following link http://www.gsa.gov/portal/content/103738. Modernization projects like Savannah are considered the most challenging type of project since the designer must be able to balance architectural work, preservation, interior design and system upgrades. This type of design work requires a team to have specialists in many areas. The scope of professional services for the Tomochichi, United States Courthouse repair and alteration, will require at a minimum: professional architectural, landscape architectural, engineering, historic preservation, interior design, and related consulting services to produce concept, design development and construction documents, specifications, cost estimates, schedules, value engineering services, life cycle costing, space planning, building information modeling (BIM) and construction phase services for a facility that includes the repair and alteration of a historically significant existing building, client program requirements, building systems upgrade, and sustainable high performance green building (HPGB) systems and features. The Tomochichi, United States Courthouse Repair/ Alteration project must be designed to meet the energy goals established by GSA, and will be designed to achieve LEED Gold certification. It will incorporate independent total building commissioning as defined in the GSA design guides. The project is also to include GSA design standards for secure facilities; conformance to the P100 (Facility Standards for Public Buildings) 2016 Edition, customer agency requirements, and certification through the United States Green Building Council (USGBC). The Repair/ Alteration will require the design team to have experts with extensive historic preservation expertise which include architects, mechanical, electrical engineers. This is not a generic design project because of the age for the building (1890 & 1932). The work involves an historic property and was required to follow the Secretary of the Interior's Standards for the Treatment of Historic Properties. "Historic property" in accordance with the Desgin Excellence guidelines means any historic or historic district, site, building, structure, or object included in or been determined eligible for inclusion in the National Register of Historic Places maintained by the Secretary of the Interior (36 CFR 800.16(l)). "National Register of Historic Places" means the National Register of districts, sites, buildings, structures and objects significant in American history, architecture, archeology, engineering and culture that the Secretary of the Interior is authorized to expand and maintain under the National Historic Preservation Act (36 CFR 60.1). Other specialty areas will include: physical and electronic security, blast protection, seismic upgrades, major structural changes, stone restoration, and window restoration. The selected firm will also be expected to have the expertise to not only to design the project, but conduct and prepare necessary studies of the existing conditions which the Government typically provides. The lead designer is the individual or the team of designers who will have primary responsibility to develop the concept and the project design. The lead designer will also participate on the Art-in-Architecture Panel established by GSA for this project as part of GSA's Art-in-Architecture Program. A-E firms are advised that at least 35% of the level of contract effort must be performed in the State of Georgia. The proposed A/E function will be retained by GSA to provide contract administration in all professional services necessary for management of the project to include, but not limited to: • Re-program Management • Design Management and Review Services • Cost Management/Estimating Services • Construction Contract Administration Services with an onsite team during the Construction Phase(s) of the Project. • Partnering Services • Commissioning Services Capability Statement: Interested Small Business concerns must provide capability statements that include at least two (2) examples of the complete restoration of historic office building completed in the past ten (10) years valued at least $50,000,000 (which is the total estimated cost of construction), and consisting of at least 100,000 square feet in which your firm served as the primary Architect/Engineering Firm. Similar projects are defined as federal, state, local courthouse construction. Details of two (2) Courthouses or similar "class "A" buildings (Building Owners and Managers Association (BOMA), classification projects completed within the last ten (10) years that are relevant to the work that will be required under this project. Firms must include the following information for each of the two (2) similar projects. a. State whether the firm acted as the Prime Contractor or Subcontractor. Also include the services covered under your contract (as noted above in the scope of services). b. Dates for the two (2) projects and project references. c. Project cost, performance period, and complexity (technical challenges applied to design and design management, requiring identification of possible areas or occasions within the course of the design process where building defects are likely to originate, and where preventive measures most likely will be effective), and/or type of project. The submittal shall be no longer than three (3) pages and shall also include the following information: 1. Company name, address, point of contact with verifiably correct telephone number and email address. 2. Company business size, including any official teaming arrangements as a partnership, Contractor Teaming Arrangement (CTA) or joint venture. Company documentation shall include verifying status (if any) as a certified 8(a) small business, women-owned small business, small disadvantaged business, Historically Underutilized Business Zone (HUB) zone small business, service disabled veteran owned small business, or veteran owned small business. NOTE: Comments will be shared with the Government and the project management team, but otherwise will be held in strict confidence. Failure to submit all information requested may result in a contractor not being considered as an interested concern.
