- PURPOSE: The Nashville District U.S. Army Corps of Engineers (USACE) intends to issue an Invitation for Bid (IFB) solicitation to construct a cofferdam downstream of Kentucky Dam in western Kentucky. This is a Pre-solicitation Notice. This Notice is being issued for planning and informational purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this Notice. The plans and technical specifications for this requirement will only be available upon solicitation issuance. PROJECT DESCRIPTION: USACE anticipates a requirement for a firm fixed-price construction contract to accomplish the following work at Kentucky Lock project. Major components of the Downstream Cofferdam contract include: 1) Approximately 25,000 CY of underwater overburden excavation and approximately 8,500 CY of underwater rock excavation (all material will be disposed of in onsite disposal areas); 2) Both land based and overwater exploratory drilling; 3) Construction of a 496 linear feet of a concrete segmental wall with a typical cross section of 46.5' wide by 60' tall (expected but not required to be constructed partially in-the-wet); 4) Construction of four 69' diameter, granular filled sheet pile cells along with associated connecting arcs in-the-wet with a typical height of 70' and all with a tremie concrete plug at their bases; 5) Construction of a tied Z-pile connecting wall spanning from wet to dry ground with a width of 59' and length of 150'; 6) Construction of two 41' diameter sheet pile guard cells in-the-wet; one is concrete filled and the other granular filled; 7) Approximately 4500 tons of underwater riprap placement for construction of a training dike; 8) Modification of the existing lock structure to accommodate cofferdam construction. 9) Execution of construction and inspections requiring diving support. This description is not intended to be all encompassing and is subject to change. NAICS CODE AND SBA SIZE STANDARD: The NAICS code for this project is 237990 with a size standard of $36,500,000. TYPE OF SET-ASIDE: None. The solicitation will be Unrestricted, Full and Open Competition. SOLICITATION AND CONTRACT TYPE: It is anticipated that from the IFB Solicitation, the Government will award one Firm-Fixed Price Construction Contract to the company that provides lowest priced bid who is found to be responsive and responsible. DISCLOSURE OF MAGNITUDE OF THE CONSTRUCTION PROJECT: The disclosure of magnitude range is between $25,000,000 and $100,000,000. PERIOD OF PERFORMANCE: The anticipated contract period is 3 years. SOLICITATION RELEASE DATE: The anticipated release date for this solicitation is around June 15, 2016. The plans and technical specifications will be available at the time of solicitation release. SYSTEM FOR AWARD MANAGEMENT (SAM): Bidders must be successfully registered in the SAM, www.sam.gov, in order to receive a Government contract award. Bidders must have their representations and certifications available on-line in SAM or provide them with their bid in order to receive a Government contract award.
