- The U.S. Army Corps of Engineers Rock Island District is seeking System for Award Management (SAM) Database registered businesses that can provide rental tractors and trailers in the event of a flood emergency under North American Industry Classification Standard (NAICS) Code 532120, Truck, Utility Trailer, and RV (Recreational Vehicle) Rental and Leasing with a corresponding size standard of $38.5 Million. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. NO AWARD will be made from this Sources Sought Notice. This is NOT a request for proposal or quote or an invitation for bid. Particularly, the purpose of this NOTICE is to gain knowledge of potential System for Award Management (SAM) Database registered businesses that have the ability to provide rental tractors and trailers, often with less than 48 hour notice and lead time in the event of a flood emergency. The tractors must be tandem axle sleeper and GVW up to 80,000 pounds. Trailers must be 48-53 foot, straight flatbed or step deck, no cover, straps required. The primary use of the tractors and trailers will be to transport flood fight supplies such as sandbags in shipping containers, rolls of polyethylene on pallets, gabion baskets on pallets, pumps, etc. The rental tractors and trailers would be required to be available for use within twenty four hours of receipt of phone call and delivered to the Rock Island District in Rock Island, Illinois or Pleasant Valley, Iowa or be available for pick-up in the Quad City area. SUBMISSION DETAILS: All interested, responsive and responsible System for Award Management (SAM) Database registered businesses are encouraged to participate in this market research by emailing the required information below to the point of contact listed above. Interested businesses must be registered in the System for Award Management (SAM) Database at www.sam.gov. Email submissions are required. Please include the following information in your response: 1. Company name, address, and cage code. 2. A 24/7 point of contact to include a phone number and email address. 3. A list of rental equipment meeting the criteria listed above including daily/weekly rental rates. 4. A list of required licenses and insurance to rent and operate the rental tractors and trailers.
