- The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for the long term wet rental of four (4) aircraft for pilot training of Flight Standards Operations Inspectors and Aircraft Certification Pilots employed by the FAA. The FAA contemplates award of a fixed unit price, Indefinite Delivery/Requirements type contract which will be awarded to the vendor with the Lowest Priced Technically Acceptable (LPTA) proposal. This procurement is a total set-aside for small business. The North American Industry Classification System (NAICS) code for this procurement is 532411 Commercial, Air, Rail, and Water Transportation Equipment Rental and Leasing , with a Small Business Size Standard of $32.5 million. Proposals must be received by the FAA, Bid and Proposal Office (AAQ-700) Room 313, 6500 S. MacArthur Boulevard, Oklahoma City, Oklahoma 73169, no later than 3:00 P.M. CST, June 10th, 2016. Hand-carried proposals (or proposals sent by overnight delivery) shall be delivered to Room 313 of the Multi-Purpose Building located at 6500 S. MacArthur Boulevard, Oklahoma City, Oklahoma 73169. Proposals must be sealed and labeled as follows: SIR No. DTFAAC-16-R-00145; due 3:00 P.M. CST, June 10th, 2016. All submittals will need to allow sufficient time to process through security procedures in place at the Aeronautical Center. Any responses received after 3:00 P.M. CST, June 10th, 2016, may not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals, incorporated by reference in the solicitation. If all requested information is not furnished, the vendor's response may be determined ineligible. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process. All questions pertaining to this Screening Information Request must be addressed in writing to the Contract Specialist, Alan Spaulding, at e-mail address, alan.spaulding@faa.gov Questions will be accepted up until May 20th, 2016. NO PHONE CALLS PLEASE. This SIR is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals. Therefore, any cost associated with the proposal submission is solely at the interested vendor's expense. Proposals from unsuccessful offerers will not be returned to the offerer. Proposal originals will be retained in the contract file. The Contracting Officer will destroy all other copies. Only one proposal from each offerer shall be considered. The FAA reserves the right to reject, as unacceptable, proposals deleting or altering technical requirements.
