- F-15 RSAF RFI for Indoor Engine Test Cell Facility INDUSTRY REQUEST FOR INFORMATION F-15SA ENGINE TEST CELL PROCUREMENT (IAW Kendall Memo Aug 2015 for FAR 6.302-1 Requirements) 12 MAY 2016 Note: This questionnaire/survey is for obtaining information only. Companies are encouraged to provide responses to this questionnaire but are advised that their participation is voluntary only. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey. Reference FAR 15.201, "Exchanges with Industry Before Receipt of Proposals," and FAR 52.215-3, "Request for Information or Solicitation for Planning Purposes" for additional information. The F-15SA Fleet Modernization Program (FMP) encompassed in this RFI includes the production, delivery, installation and on-site commissioning of a new F110-GE-129C/E afterburning turbofan jet engine Intermediate Level Test enclosed noise suppressor for testing and maintenance of both installed and uninstalled jet engines in the Kingdom of Saudi Arabia, installation and maintenance spares packages, associated support equipment and systems, technical data documentation, concrete foundation, and site improvements/preparations. An additional requirement to provide intermediate-level testing of the F100-PW-220 family of jet engines may be required in the same facility. An Indoor Test Cell (commonly known as a Hush House) will be located at King Faisal Air Base (KFAB), Tabuk, Saudi Arabia. Additional Hush Houses may be located at Al Jouf Air Base (AJAB), and King Saud Air Base (KSAB) however, those requirements would be equivalent to the enclosed noise suppressor located at KFAB thereby providing a common configuration for RSAF Hush Houses. The F‑15SA aircraft contain proprietary subsystems, therefore, vendors must be able to meet Joint Air Force-Army-Navy (JAFAN) Manuals security requirements associated with these systems to include facility and personnel, as well as all required Trade Agreement Act (TAA) and export licensing requirements.
