Description
Request For Information (RFI) Number: SECHQ1-16-OMP ****RFI Responses has been extended to Monday, May 16, 2016, 1:00PM Eastern Time****** Introduction and Purpose of the Sources Sought The U.S. Securities and Exchange Commission (SEC) is in the acquisition planning stage for comprehensive Oracle Portfolio Management services. The SEC has a large investment in the Oracle Fusion Middleware Platform. The current investment is being supported by multiple contractors and the SEC seeks to combine them into one unified Oracle Portfolio Management requirement for efficiency and effectiveness. The SEC is seeking interested parties with specialized capabilities to meet all of the requirements defined in the draft Statement of Work (Attachment 1). This RFI is seeking responses from certified small businesses that can provide the required services listed in the Statement of Work. This market research will assist in identifying the background needed to define a successful acquisition strategy. The Government will review the capability statement to determine if interested firms are capable of satisfying the requirements based on demonstrated understanding, capability, approach, qualification and past experience in each of the areas included the draft Statement of Work. The following items need to be addressed when responding to this RFI: 1. Identify federal experience with Oracle portfolio management, primarily Oracle Fusion Middleware stack (contract numbers, contract description, agencies, dollar value, etc.). 2. Identify and describe the firm's experience in the task areas listed in the draft Statement of Work. 3. Identify your firm's experience in managing an IT contract similar in scope, size, and magnitude as a prime contractor. 4. Does your firm possess the personnel and financial resources to manage and perform as a prime contractor? 5. For Small Business: If this requirement is set aside for small businesses, FAR clause 52.219-14, Limitations on Subcontracting (Nov 2011), will be included. This clause requires that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. a. Identify the largest IT contract your firm has managed as a prime contractor. Please include dollar value, scope, and magnitude of effort. b. To what extent will teaming be required? If a teaming arrangement is contemplated, the response to this RFI must clearly discuss the areas that the small business firm intends to perform and the specific areas that the large business teaming partner intends to perform. 6. Identify Government Wide Acquisition Contracts (GWACs) and Indefinite Delivery Indefinite Quantity (IDIQ) contracts on which your firm is a contract holder. Provide contract numbers. 7. Identify the NAICS code best for this requirement. 8. Identify challenges and risks associated with meeting the requirements listed in the draft Statement of Work. 9. Provide feedback on Statement of Work. In particular, whether or not all Oracle tasks listed under one requirement is a sensible solution. Please provide rationale as to why or why not. 10. Provide comments on ambiguities, weakness, clarity, and/or any other suggestions/recommendation. 11. Identify what type of technical information should be included or excluded to allow for a well-defined requirement. Business Type (Large, Small, Hubzone, etc.) Timeframe Responses to this RFI are due by 2:00pm ET on Thursday, May 12, 2016. RFI Disclaimer: Please note that this is for INFORMATIONAL and PLANNING purposes only and does not constitute a Request for Proposal (RFP). Responses to this RFI will not be accepted by the Government to form a binding contract. The Government will not pay for the information solicited nor recognize any costs associated with the submission of the RFI. The purpose of this RFI is to provide an opportunity for industry to enhance the success of any future procurement to meet this requirement. Any information obtained as a result of this RFI is intended to be used by the Government for program planning and acquisition strategy development. A determination by the Government not to issue a solicitation based upon responses to this notice is solely within the discretion of the Government. SEC reserves the right to use any and all information submitted by, or obtained from, an interested firm in any manner SEC determines is appropriate, including, but not limited to, the creation of a competitive solicitation. An interested party should avoid including any classified, business confidential, and/or proprietary information in its response. However, if an interested firm must submit such information, the information must be clearly marked, and the interested firm must provide sufficient justification as to why such information is business confidential and/or proprietary.
