Description
INTENT TO AWARD SOLE SOURCE NOTICE: The U.S. Army Health Contracting Activity (Provisional) (USAHCA(P)), Health Readiness Contracting Office (Provisional) (HRCO(P)), Joint Base San Antonio (JBSA) - Fort Sam Houston, Texas intends to award a firm fixed price (FFP) contract on a sole source basis to Arbinger Institute LLC,1379 N 1075 W Suite 100, Farmington, UT 84025. The requirement is for the purchase of Arbinger's Developing and Implementing an Outward Mind Set Workbook and Developing an Outward Mind Set Workbook for the U.S. Army Medical Command (MEDCOM), Army Medical Department (AMEDD) Team and Organizational Development Directorate (TODD) training program. The AMEDD requires the purchase of Arbinger Training Publications to be used by the TODD and AMEDD unit internal facilitators certified through Arbinger to conduct initial and follow-on training within the organization. The training publications are composed of detailed instructions and templates that the AMEDD trainees will use for planning, evaluating, and fostering collaborative methodology. The goal of the training is for trainees to become focused on enabling the organization to achieve breakthrough results and experience substantial and sustainable improvements in key areas such as leadership development, team effectivene1s, customer satisfaction, change management, collaboration, and conflict resolution. The North American Industry Classification System (NAICS) code is 511130. The HRCO (P) intends to award a contract no later than June 30, 2016. It is anticipated that the FFP contract will have a period of performance of July 1, 2016 through June 30, 2017. The HRCO(P) intends to solicit and negotiate only with Arbinger Institute LLC under the authority of 41 United States Code 1901 as implemented in FAR 13.5, Simplified Procedures for Certain Commercial Items. This notice of intent is not a request for competitive proposals. A solicitation will not be published. However, any quotes, proposals, or capability statements received by 12:00 PM CDT on May 26, 2016, will be considered by the contracting officer.
