- The Environmental Protection Agency (EPA) in Research Triangle Park (RTP) in Durham, North Carolina intends to award a firm fixed-price contract on a sole source basis to Helmholtz Zentrum Munchen ¿ German Research Center for Environmental Health (GmbH) in accordance with 13.106-1(b), only one responsible source and no other supplies or services will satisfy agency requirements. EPA ¿s Analytical Chemistry Research Core (ACRC) of the National Health and Environmental Effects Research Laboratory (NHEERL) Research Cores Unit requires professional services for reanalysis of air pollution datasets. HMGU is a German government environmental research organization located in Munich that is the equivalent of the National Institute of Environment Health Services (NIEHS) in the US. The proposed contractor (HMGU) is uniquely qualified to perform the services required because they performed the initial analyses. The EPA has had a formal written agreement with the organization since 2000 to undertake a series of collaborative research projects. As part of the EPA/HMGU agreements, HMGU performed an analysis describing cardiovascular changes with daily changes in particulate matter in a cohort of Duke patients that have undergone cardiac catheterization. A reanalysis is needed using new information acquired by the EPA that provides a more accurate assessment of air pollution exposure and possible risk factors for cardiovascular disease. HMGU performed the original analysis and have a unique experience and insight into the analyses, statistical models and interpretation of the study data that no one else does. These are critical to maintain consistency and scientific integrity by permitting comparison of the reanalysis with the original analysis. In addition, HMGU has already established a collaboration with the Duke investigators and has been given permission by Duke University and their Institutional Review Board (IRB) to access the Private Personal Information (PPI) on the 9,000 person cohort needed for the reanalysis. This Notice of Intent is not a request for proposals. This notice of intent is for information purposes only; therefore, no solicitation will result from this announcement. All capability statements received within 10 days after publication of this notice (23 May 2016) will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined and itemized pricing that is sufficient to make a determination that competition is feasible. A request for documentation will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
