Synopsis of Determinations and Findings Performance Work Statement (PWS) Maintenance for Clark-MXR chirped pulse amplification-2110 Compact ultra short pulse laser May 2016 - May 2019 C.1 Background The Lightweight and Specialty Metals Branch (LSMP) within the Weapons and Materials Research Directorate (WMRD) at the Army Research Laboratory (ARL) requires laser maintenance at Abedeen Proving Ground (APG) in Abedeer, MD, for the Government owned Clark-MXR Chirped Pulse Amplification (CPA)-2110 compact ultra short pulse laser system that is a fully integrated titanium: sapphire femtosecond laser system capable of ultra fast micro-machining. The Contractor shall furnish all labor, tools and supplies to perform laser maintenance under the duration for this contract. C.2 Objective The Contractor shall provide all trained labor, documentation, schematics, maintenance supplies, tools, test equipment, transportation and scheduled visits to maintain the equipment in working condition. The work involved in this service contract is to maintain the Clark-MXR CPA-2110 compact ultra short pulse laser system at APG in good working order. If the laser system is found to be inadequate, the Contractor shall maintain the system as required to ensure it is restored to full functionality. C.3 Maintenance Requirement C.3.1 The Contractor shall supply a qualified Technician (herein known as maintenance representative) to perform the maintenance of the Clark MXR CPA-2110. C.3.2 The Contactor shall cover all travel costs and labor for the maintenance representative supplied to perform the maintenance services. The Contractor shall provide three (3) visits per year to address maintenance issues at no cost to the Government. C.3.3 The Contractor shall perform a visual inspection of the vessels condition and report any equipment failures. C.3.4 The contractor shall provide all parts for the CPA-2110 system (except consumables) and labor not to exceed 10 business days combined in the 3 visits per year. The consumable are listed below: a)Lamps (other than what is in the maintenance kit, covered in section C3.5 below) b)Deionizing Filters (other than what is in the maintenance kit, covered in section C3.5 below) c)High Voltage Switches d)Neodymium-doped yttrium aluminium garnet (YAG) rod seals e)Lamp contact band f)Top and bottom ceramic reflectors in YAG cavity g)Metal coated optics C.3.5 The Contractor shall provide one (1) maintenance kit (SB-MK-1) which consists of one (1) lamp and one (1) deionizing filter per year. C3.6 The Contractor shall provide one (1) rod seal kit (SB-ORC-RS1) which consists of two (2) Delrin knobs (nylon o-rings included), two (2) ceramic washers, and two (2) Vyton o-rings per year. C.3.7 The Contractor shall provide a 15% discounted rate of the original cost of consumables, if required. the Government can purchase consummables at a discounted 15% rate of the original cost, if C. 4 Documentation C.4.1 The Contractor shall obtain documents necessary to perform maintenance services under and during the life of this contract. C.4.2 All documentation, schematics, hardware and software manuals, diagnostic testing and any other aids (herein known as documentation) received by the Government as part of a routine procurement action are to be made available to the Contractor for use at the equipment site. Any further documentation pertinent to performing maintenance under this contract is the responsibility of the Contractor, labeled as Contractor property, and remains Contractor property. C.5 Anti-Terrorism Operational Security (ATOPSEC) Requirements C.5.1 Access and general protection/security policy and procedures Access and general protection/security policy and procedures. This standard language is for Contractor employees with an area of performance within Army controlled installation, facility, or area. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. C.5.2 Access to a DoD facility or installation (non-eligible CAC holders) For Contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations. C.6 Distribution Statements C.6.1 Distribution Statement A: Approved for Public Release.
