- Intent to Sole Source: Under the authority of 41 U.S.C. 3304(a) (1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; therefore the Department of Veterans Affairs, Great Lakes Acquisition Center, intends to award a sole source contract to Siemens Industry, Inc., 1000 Deerfield Parkway Buffalo Grove, IL 60089. Jesse Brown VA Medical Center currently has a Siemens fire alarm system installed in Building One (1) and wishes to extend the existing system into the new additions. This is an extension to the existing building utility services. Siemens Industry, Inc. is the sole authorized servicing agent and only factory authorized holder of the proprietary hardware, software and program for the Siemens Industry, MXL Fire Alarm Systems installed at Jesse Brown VA Medical Center. This proprietary software and program is required to modernize the existing MXL Fire Alarm System to the XLS Fire Alarm System. This modernization will allow Jesse Brown to upgrade their existing system to Siemens new system, without the cost of a full system replacement. Due to the proprietary nature of addressable fire alarm systems and the need to maintain UL listings and factory trained and certified technicians to meet requirements by the VA and Joint Commission; other fire alarm providers would be required to replace the entire system. This modernization equates to approximately twenty-five percent (25%) of the cost of replacing the entire system with a new system. Additionally Siemens is required to ensure proper interface with the existing system, avoid warranty related issues, and ensure patient safety and security. The use of Siemens fire alarm system is essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company. NOTE: This notice of intent is not a request for competitive proposals.
