SF 1449 INSTRUCTIONS TO OFFERORS (1) Action Code: Combined Synopsis and Solicitation (2) Date: May 13, 2016 (3) Year: 2016 (4) Contracting Office Zip Code: 19107-3390 (5) Classification Code: H (6) Contracting Office Address: USACE/Philadelphia District Wanamaker Building 100 Penn Square East Philadelphia, Pennsylvania (7) Subject: Rope Access Safety Oversight (8) Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulations (FAR) Part 13 and Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued (formal solicitation will be attached to this notice). The Solicitation Number for this acquisition is W912BU-16-T-0049 and is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in affect through Federal Acquisition Circular 05-87. Clauses and Provisions are available on line at HTTP://farsite.hill.af.mil. This requirement is a 100 % Small Business Set Aside; the NAICS code is 541690 with a size standard of $15 M. Award will be based on lowest price. The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract for a contractor to provide all materials and labor and equipment necessary to aid U.S. Army Corps of Engineers (USACE) bridge inspectors inspecting Reedy Point Bridge and Summit Bridge located on the Chesapeake & Delaware Canal, near Delaware City, DE and Glasgow, DE, respectively. Service Contract Act Wage Determination No. WD 05-2097 (Rev.-19) is applicable to this procurement. Duration and dates: The inspection dates shall be coordinated with USACE. The rope access inspections will take place on two consecutive days between 17 June 2016 and 02 September 2016. Reedy Point Bridge will be inspected on one day and Summit Bridge will be inspected on the other. Ten hour workdays are to be assumed. The ultrasonic testing of the pins may be conducted any time after the award of the contract, but before 02 September 2016. There is also a maximum of one (1) option day for rope access safety oversight total that can be used at either of the locations on an as needed basis. The contractor shall coordinate with the USACE technical POC to develop and provide the Job Hazard Analysis (JHA), including rescue plan, and host a pre-work safety briefing before inspection work commences. Safety oversight and assistance of USACE engineers performing to include ensuring proper rigging strategies and all actions are in accordance with requirements outlined in SPRAT or IRATA industry standards and as outlined in the USACE Safety Manual referenced in Section 1.5 below. In addition to the certification requirements, the Level III team leader must have previous experience as Level III on a minimum of 3 similar structural inspection jobs. The contractor shall provide weld inspectors performing NDT on the bulkheads and lifting beams that must be an American Society for Nondestructive Testing (ASNT) Level II certified NDT technician. The ASNT inspector must have experience with ultrasonic shear wave and magnetic particle inspection methods on three (3) similar structural inspection jobs within the previous three (3) years. The weld inspectors will NOT need to use rope access techniques to gain access to the weld locations. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87. FAR Provisions and Clauses applicable to this acquisition are as follows (latest edition) are incorporated in their entirety.
