- The U.S. Fish and Wildlife Service (USFWS), Contracting and General Services in Falls Church, VA intends to award a purchase order to the Wildlife Management Institute, Incorporated, 4426 VT Route 215 N, Cabot, VT 05647 to a qualified contractor (on behalf of the Black Duck Joint Venture (BDJV)) to administer and disburse funds to subcontractors in the U.S. and Canada who will conduct duck banding operations in eastern Canada, the Mississippi and Atlantic Flyways. The objective of this work is to provide the means for estimating harvest rates, seasonal survival rates, and movement probabilities for black ducks, mallards, and hybrids in eastern North America. These estimates will allow the Black Duck Joint Venture and its partners to develop accurate population models to inform harvest and habitat management decisions. The mission of the BDJV is to implement and coordinate cooperative population monitoring, research, and communication programs to provide information required to manage black ducks and restore numbers to the North American Waterfowl Management Plan goal. The BDJV is currently implementing a two-season banding program to improve estimates of survival, harvest rates, and movement probabilities to address key uncertainties in black duck ecology and management. Banding crews consisting of federal and provincial agency staff, and nongovernment personnel carry out the work in Ontario, Quebec, and the Atlantic provinces of Canada, Ohio, Tennessee, Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Pennsylvania, West Virginia, Maryland, Virginia, and North Carolina. The Contractor must have well established working relationships with the provincial and federal governments in Canada and state wildlife agencies in the jurisdictions identified in the previous section. The Contractor must also have established methods of transferring funds with the identified jurisdictions. This requirement will be a Base Year plus two no-cost Option Years. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). All responsible sources may identify their interest and capability for this requirement by responding to this announcement. All proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
