- Structural Steel and Piping Repair and Replacement - IDIQ The purpose of this amendment is to attach the sources sought notice. This sources sought notice is for market research and acquisition planning purposes only. No formal solicitation for this work exists at this time. All interested and qualified concerns are encouraged to submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative and management capability of such offerors to perform this type of work. The capability statements will be used to assist in determining appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The Hoover, Davis, and Parker Dam facilities are equipped with multiple steel structures and piping systems which support components that carry liquids and gases, such as, water, oil, and compressed air, to various areas of the plant and dam. These structural and piping systems utilize structural steel and pipe ranging in size from 1/8-inch to 100-inches. System pressures range from 10 psi to 2300 psi. Materials include steel, copper, cast iron, PVC, aluminum, plastic and all other materials used in commercial structural components and piping systems. Manufacturing methods include welded, threaded, flanged, grooved, and all other styles used for commercial piping systems. All work shall be performed in accordance with the Bureau of Reclamation (Reclamation) criteria, methods, and procedures. The services to be furnished will be used by the Bureau of Reclamation, Hoover Dam, Davis Dam, and Parker Dam. The following locations are: Hoover Dam State Route 172 Boulder City, NV 89005 Parker Dam U.S. Highway 95 Parker Dam, California 92267 Davis Dam U.S. Highway 95 BullHead City, AZ 86429-8902 Contractors shall demonstrate in their capability statement the ability to do the following: 1.Replacement of piping systems and portions of piping systems due to deterioration. This work involves removal and replacement of old piping which is not serviceable due to corrosion, erosion, and cavitation. 2.Installation of new piping and new piping systems. 3.Modification of piping systems including re-routing piping and adding components to improve operations and maintenance of plant systems. 4.Repair or replacement of steel structures such as large gates, towers, trash-racks, hatch covers, pipe supports, steel frames, bracing, tank repair and various steel systems typically found at hydroelectric facilities. 5.Purchase and deliver pipe, fittings, components, and structural steel to the appropriate facility. 6.Provide contract personnel such as pipefitters, ASME/AWS certified welders, millwrights, journeyman plumbers, and other skilled trades to perform repairs. Capability statements are to be submitted no later than Friday May 27, 2016 4:00 PM PST. The capability statement submitted by a vendor should demonstrate the firm ¿s ability, capability, and responsibility to perform the principal components of work listed above. Packages should include the following information: (1) Business name, address, business size and type(s) (Small Business, Veteran-Owned Small Business, Woman-Owned Small Business, (8)(a), HUBZone, Service-Disabled Veteran-Owned Small Business, other-than-small (i.e. Large) business, etc.), and point of contact to include e-mail address and telephone number; (2) Demonstration of the firm ¿s experience shown by providing a list of actual jobs completed within the past five years from the date capability statements are due in which the Contractor completed piping and structural steel work. Additionally, for each job listed, provide the following: project/contract title and reference number, a brief description of the work performed, effort/tasks/work self-performed and effort/tasks/work subcontracted, dollar value of the job, start and end dates (project duration), project location, customer ¿s name and the customer ¿s point of contact information (name, email address and phone number) for the work completed. (3) Copies of all certifications referenced above (4) Bonding capability, both on a single-job and aggregate basis. Capability statements shall not exceed five pages in length. All responses to this sources sought notice shall be provided to Cris Stubitz, Contract Specialist, via e-mail at mstubitz@usbr.gov. Capability statements received via any other medium (e.g. regular mail, fax) will not be accepted or considered. This sources sought notice should not be construed in any manner to be an obligation of the Government to issue a contract or result in any claim for reimbursement of costs for any effort expended responding to this request. No solicitation is currently available. When it is determined that a formal solicitation will be issued, a pre-solicitation notice will be posted on the Federal Business Opportunities web site at http://www.fedbizopps.gov/.
