Description

The Department of Veterans Affairs (VA), Office of Construction and Facilities Management (CFM), in Washington, DC, (425 Eye Street NW Washington, DC 20001) is issuing this pre-solicitation notice for Phase 1A Construction for the Los Angeles National Cemetery, in Los Angeles, CA. The place of performance is Los Angeles National Cemetery, 950 Sepulveda Boulevard, Los Angeles, California, 90049. This procurement is a Service Disabled Veteran Owned Small Business (SDVOSB) set-aside and will be released under Solicitation Number VA101-16-R-0144. The Contractor shall provide and furnish all supervision, labor, materials, tools, equipment, transportation, supplies and travel necessary to perform Phase 1A of the Los Angeles National Cemetery. This contract will primarily include renovation of Administration Building 1001. The building is on the National Register of Historic Places and was constructed circa 1939. The project will include selective demolition, site utilities, interior concrete slabs and exterior paving, unit masonry restoration, added structural steel framing for new HVAC equipment, asphalt and clay tile roofing, restoration of existing wood and metal doors and windows, restoration of plaster and painted areas, abatement of lead paint and asbestos containing materials, new kitchen and toilet equipment, new casework, replacement of MEP distribution systems and new telecommunications cabling. The project will also include the installation of a new 8" irrigation water line from the existing facility on the east side of interstate 405 to the west side in order to service extension of irrigation improvements into newly developed areas. These newly developed areas and irrigation improvements are outside the scope of this project, and the work includes only the placement of the new 8" water line. Cemetery operations will continue during construction, and the contractor will provide a temporary facility on-site to support the cemetery staff. Careful coordination of construction operations will be required to ensure that the construction causes little or no impact to cemetery operations. The magnitude of construction cost for this project is between $1,000,000 and $2,000,000 with a completion period of 450 calendar days after receipt of notice to proceed. The applicable North American Industry Classification System (NAICS) is 236220 and the small business size standard is $36.5 Million. A Project Labor Agreement (PLA) will not apply to this project. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. It is the Contractor's responsibility to view the FBO website daily as no other notification of amendments will be provided. Offerors must be listed in the Vendor Information Pages at www.vetbiz.gov and currently registered in the System for Award Management, www.sam.gov. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from FedBizOpps, which will be available on or about July 1, 2016. Telephone calls will not be accepted. PRE-PROPOSAL CONFERENCE/SITE VISIT: Pre-proposal conference information will be outlined in the RFP. There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, Offerors will be required to submit a bid guarantee (Bid Bond) with their proposal.
