- This notice is published to announce the issuance of Amendment No. 0002 to the Request for Proposals (RFP). This amendment publishes the following RFP documents: 1. The RFP Question & Answer Sheet, 2. A copy of the pre-proposal conference/site walk sign-in sheet, 3. A new specification section for Asbestos Remediation, 4. An environmental report on the settled dust in the Basement HVAC ducts, 5. An updated Davis Bacon Wage Determination that applies to this procurement, and 6. A REVISED The Agreement with an updated Contract Price Form. A copy of the amendment package has been emailed to all companies that were sent a copy of the RFP package. The deadline for receipt of proposals remains 3:30pm (PDST) on Monday, May 23, 2016. This notice is published to announce the issuance of Amendment No. 0001 to the Request for Proposals (RFP). This amendment extends the deadline for receipt of proposals to 3:30pm (PDST) on Monday, May 23, 2016. A copy of the amendment package has been emailed to all companies that were sent a copy of the RFP package. The General Services Administration (GSA) announces an opportunity for the renovation of a Basement Heating, Ventilation, and Air Conditioning (HVAC) System. The solicitation is being made on behalf of the Social Security Administration (SSA). PROJECT SUMMARY : The GSA announces an opportunity for qualified contractors with HVAC experience to propose on a Basement HVAC renovation project at the Frank Hagel Federal Building (FHFB) in Richmond, California, for the SSA as GSA's client. Richmond is a municipality in the eastern San Francisco Bay Area. The FHFB complex consists of a six (6) story office tower with penthouse and a one (1) story auditorium that share a common podium slab and aone (1) story deep basement. The structures were built in 1975 with a total square footage of approximately six hundred thirty thousand (630,000). The Scope of Work (SOW) shall include, but not be limited to, demolition of the existing HVAC system on the Basement Floor of the FHFB and it's replacement with a new HVAC system. Work activities shall need to be scheduled in such a manner as to not disrupt the work activities of the persons in the surrounding office spaces. In addition, some coordination with other projects occurring at the FHFB shall be necessary. A Construction Documents (CD) set has been completed by Joseph Chow and Associates, Inc, for the HVAC system renovation. The estimated cost of construction is projected to be around $1,000,000.00 to $5,000,000.00, with project award anticipated in June 2016. The estimated duration of this project is roughly six (6) months. The selected Contractor shall be required to comply with all GSA environmental monitoring requirements for hazardous materials during demolitions. In addition, construction materials selected for, and construction services provided under, the contract should meet the environmentally preferable standards of FAR Part 23. Also, the Contractor selected to work on this project shall have to have personnel eligible to be granted a clearance through the Government's HSPD-12 program. Plus, the Contractor shall also have to coordinate with FHFB/SSA building management in order to get badges which will allow them access into the FHFB prior to starting any work on-site. PROCUREMENT STRATEGY : GSA intends to award a firm-fixed price contract, acquiring construction services through a negotiated procurement. The acquisition shall be conducted in accordance with FAR Subpart 15.3, Source Selection, and 36.214, Special Procedures for Price Negotiation in Construction Contracting. The basis for evaluation in selecting a Contractor through this procurement shall be Best Value. The technical Evaluation Factors shall be Experience, Technical Approach, and Past Performance. The technical factors, when combined, shall be more heavily weighted than cost in determining the successful contractor. However, as technical proposals become more equal in their merit, the evaluated cost shall become more important. Offerors shall be required to submit a fully developed Technical and Price Proposal. This procurement shall be completely set aside for small business concerns. Competition for this contract shall be restricted to only those companies which qualify as either small business, small disadvantaged business, veteran-owned small business, service disabled veteran-owned small business, HubZone small business, or woman-owned small business. Although not mandatory, firms are encouraged to affix their names to the Interested Vendors Listing for this requirement and register to receive notifications. However, please note that the Request for Proposal (RFP)package, when it is issued, will NOT be posted to this website. Instead it shall be mailed out ONLY to those firms that submit a written letter of interest to the Contracting Officer that have an active profile in the System for Award Management (SAM) and that qualify as one of the small business types listed above. This measure shall be taken in an effort to protect any Sensitive But Unclassified (SBU) data contained within the proposed contract's SOW, Specifications, and Drawings. There will be a pre-proposal meeting scheduled for 1:00pm (PDST) on Tuesday, April 26, 2016, at the FHFB in Richmond, CA. INTERESTED PARTIES MUST REGISTER IN ADVANCE WITH THE CONTRACTING OFFICER BY COB ON FRIDAY APRIL 22, 2016, IN ORDER TO ATTEND THE PRE-PROPOSAL MEETING.
