- Attachment 7 - Contractor NDA Attachment 5 - Pricing Template Attachment 4 - Sample Consent Letter Attachment 3 - Past Performance Questionnaire Attachment 2 - Past Performance Information Template Attachment 1 - Question Template Request for Proposal: SAV-NC2 The Joint Staff Nuclear Operations Division (NOD) has responsibility for ensuring that national nuclear Command and Control (NC2) assets, personnel and procedures provide the national military and civilian leadership with the ability and means to manage and direct appropriate forces; support Command and Control (C2) elements to respond to all threats; and to employ forces appropriately to the fullest extent that U.S. military capabilities allow. The contractor shall assess enabling materials for use by and in direct support of the Joint Staff Procedures and Assessment Branch (PAB), who is responsible for conducting Staff Assessment Visit (SAV) assessments of the Chairman, Joint Chiefs of Staff's Combatant Commands (COCOMs) and National Military Command System (NMCS) nodes. The contractor shall produce assessment enabling materials for use by and in direct support of the Joint Staff PAB for conducting SAV assessments of the NC2 roles of and at COCOMs as specified within CJCS-Emergency Action Plans (EAPs). In addition, the contractor shall produce materials that measure NC2 performance standards and assessment criteria for input to the Joint Staff producing scenario based Command Assistance Visit (CAV) and related Operations Team Certification (CERT) assessments. The CJCS-EAP Operational Assessment and Certification Program (OACP) is the principle means used by the Chairman, Joint Chiefs of Staff to assess and certify the performance and adequacy of national NC2 components in meeting its objectives.
