Gender Advisor Islamabad, Pakistan Issuance Date: 05/03/2016 Closing Date: 05/31/2016 SOLICITATION NUMBER: PSC-16-035-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT The Bureau of International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international narcotics control and law enforcement assistance activities and international criminal justice issues for the U.S. Department of State (DOS). Since 2002, INL's Afghanistan/Pakistan Program Office (INL/AP), through its in-country presence in the INL office at U.S. Embassy Islamabad (INL/Pakistan or INL/P), has managed a number of programs to build the Government of Pakistan's (GOP) law enforcement, rule of law, corrections, and counter narcotics capacity through training, mentoring, commodity transfers, and infrastructure improvements. To date, these programs have built useful relationships and positive results across the country. Specifically, INL/Pakistan programming supports efforts that enhance the abilities of Pakistani women to preserve law and order, support gender equality, counter violent extremism, increase women's representation within justice sector institutions, and support women's access to justice. These initiatives are accomplished through support for women serving in and affected by the law enforcement, counter narcotics, justice, and corrections sectors. The Gender Advisor position within INL/P is a cross-cutting position that serves to directly support the larger USG objective of empowering women politically, socially, and economically to confront persistent gender gaps and to achieve more representative and effective governments in South and Central Asia. The Gender Advisor serves as the sole gender affairs subject matter expert in INL/Pakistan, responsible for providing policy guidance and coordination on gender issues falling under INL's mandate as well as coordinating, developing, implementing, and overseeing INL women's programs in the field. The majority of INL's current gender programs support Pakistani policewomen. While the Gender Advisor's priority focus on women's policing will continue, moving forward he/she will also explore new programming and linkages between current INL efforts and gender in the areas of justice, corrections, and counter narcotics. The Advisor shall maintain open, timely and effective communications with the INL/P Director, or his/her designee. DUTIES AND RESPONSIBILITIES In close coordination with INL/P staff, the INL/Pakistan Police Program Officer, INL/Pakistan Senior Police Advisor (SPA), and other INL/Pakistan Police Advisors, the INL Gender Advisor will be expected to perform the following duties: Program Planning and Management 1. Design, coordinate, implement, and oversee INL/Pakistan Gender Programs, which currently have a special emphasis on women's policing. This includes direct assistance to Government of Pakistan justice sector institutions and implementation of INL grants to Pakistani and international NGOs that address law enforcement, justice, corrections, and counter narcotics issues, among others. 2. In close coordination with the INL/Pakistan Police Program Officer, INL/Pakistan Senior Police Advisor (SPA), and other INL/Pakistan Police Advisors, the Gender Advisor will aid in implementing INL's Women's Police Program. This includes, but is not limited to, coordination with Pakistani government and law enforcement authorities, female police training management, assisting with curriculum development, women's police station upgrades and refurbishments oversight, logistical and security planning, vendor/contractor coordination, and commodity provision to host nation law enforcement entities. 3. Oversee the INL budget for INL/P gender programs to ensure that it remains within authorized levels and those funds are being spent in an appropriate, efficient, and effective manner. Coordinate with other INL/P and INL/AP Program Officers and Management Officers to obtain concurrence to dedicate program funds to specific gender programming. 4. Contribute to the production of reporting on the status of INL/Pakistan gender efforts including - but not limited to - activities, progress, challenges, and recommended solutions. 5. Ensure programming complies with USG requirements and legal restrictions, including Leahy vetting, and is coordinated with related USG police, criminal justice, rule of law, and corrections assistance and programs. Policy Analysis 1. Develop - in coordination with INL/P Program Officers, INL/AP, and other Mission elements - a written, comprehensive INL/Pakistan gender strategy to guide short- and long-term objectives, programs, benchmarks, and funding requirements within the law enforcement, justice, corrections, and counter narcotics areas. 2. Serve as a gender and women's policing subject matter expert and advisor within INL/P. Monitor and report on INL-funded efforts in support of Pakistani women; the status of Pakistani laws relevant to the rights of women; Government of Pakistan policies and procedures regarding women who work in the law enforcement and criminal justice system; the needs of Pakistani women who work in the law enforcement and criminal justice system; the unique requirements of Pakistani women with respect to drug demand reduction and the corrections system; and other developments related to women in the fields of law enforcement, justice, corrections, and counter narcotics. 3. Provide policy analysis and program guidance/reporting to INL/P, INL/AP, and the Embassy and INL Front Offices, upon request, on aspects of current program efforts, as well as those in planning or evaluation stages. Such guidance may include, but is not limited to, mission objectives; budgeting; development of Pakistani policing capacities and institutions; practical measures to improve U.S. and international capacities to provide assistance women in the law enforcement and justice fields; and training plans. 4. Participate in assessments - as requested by the INL/P Director - of current program efforts in regard to women's policing and gender justice capacities and structures in Pakistan, as well as assessments of the impact of ongoing programs; brief those assessments to senior INL and other DOS and interagency officials; and, on the basis of those assessments, propose future activities, and/or remedial actions. Coordination 1. Work collaboratively with INL/P and INL/AP Program Officers, INL Police Advisors (to include the Senior Police Advisor), the Department of Justice/International Criminal Investigative Training Assistance Program (DOJ/ICITAP), the Department of Justice/Overseas Prosecutorial Development, Assistance, and Training program (DOJ/OPDAT), the Corrections Advisor, and other INL/P personnel. 2. Coordinate gender programming and facilitate the sharing of information related to gender programs between different INL/Pakistan programs. Promote synergies between relevant efforts. 3. The INL Gender Advisor coordinates closely with other Mission elements to include the Gender Coordinator, USAID, DOJ/ICITAP, DOJ/OPDAT, the Public Affairs Section, the Political Section, and the Office of the Defense Representative Pakistan (ODRP), etc. to prevent programmatic gaps and reduce redundancy. The INL Gender Advisor represents INL at the Embassy Gender Working Group. 4. Attend meetings, briefings, seminars, and exercises with USG, host nation, and international representatives to develop plans/programs for implementation of women's police and gender programming. 5. Develop and maintain a wide network of gender contacts within the Government of Pakistan (especially law enforcement and criminal justice agencies) as well as among international donors and Pakistani and international civil society organizations. 6. Attend INL/P office meetings. DELIVERABLES/REPORTS Deliverables are required under this PSC and shall include; monthly status reports, monthly evaluation of contractor performance, special reports when required and "Completion of assignment report," which shall be a compressive review of the projects in which the contractor was involved. Each report shall include a critique of and recommendations for the various projects. The completions of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. The Personal Service Contractor shall submit two (2) copies of each report as required to the following; 1. INL/POST Director(s) and; 2. INL/Program Officer Per FAR Part 4, the above referenced documents shall be incorporated and copies stored in the PSC's hard file under Section V.; Tab E - Receiving Reports. The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the Embassy INL Section and to the Program Officer, Bureau of International Narcotics and Law Enforcement Affairs (INL), Department of State Washington, DC. The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author's name(s), contract number, project number, and title, contractor's name, name of the State Department project office, and the publication or issuance date of the report. When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type. RELATIONSHIP The Gender Advisor reports to and receives broad policy guidance and general direction from the INL Director and Deputy Director. The Advisor is responsible for planning and implementing many aspects of organizational and project and logistical operations. The Gender Advisor coordinates and communicates with INL/P and the INL/AP Pakistan Team. The Gender Advisor's actions, decisions, and recommendations are reviewed on the basis of results achieved and conformance with appropriate laws and regulations. COMPLEXITY Develops detailed plans, goals, and objectives for the long-range implementation and administration of the program, and/or develops criteria for evaluating the effectiveness of the program. Coordinating plans with various other groups including international donors, the U.S. Embassy, and the Government of Pakistan can be complicated. Projects require dynamic leadership, expertise and complex innovation, strict adherence to high level policy without lower level interpretive assistance, and the ability to single-handedly or in concert with a variety of other stakeholders resolve critical problems and achieve difficult goals that may impact other programs. They are broad in scope and complicated by many complex features, technical, administrative, or political in nature. SCOPE AND EFFECTIVENESS Guidelines consist of USG and Department of State Acquisition Regulations, and accepted legal principles and theories. In addition, Advisor must be able to determine application of basic administrative policy statements concerning the issue or problem being studied. The Advisor must also consider and adhere to various other existing federal regulations, and the interaction between DOS policies, legislation, the Foreign Assistance Act, and other authorization and appropriations in the INL account, applicable National Security and Presidential Decision Directives, OMB Circulars, and Department of State financial operating procedures and policies. MINIMUM QUALIFICATIONS 1. U.S. citizenship; able to obtain/maintain Department of State Secret and Medical Clearances, and ethics, if applicable. 2. Bachelor of Arts or Science Degree from an accredited institution. Academic backgrounds in international affairs, international development, gender/women's studies, criminal justice, law/rule of law, sociology, or political science/public administration are preferred. 3. Ten (10) years of relevant work experience in the fields of gender affairs, international development, law enforcement, and/or program management. 4. Demonstrated experience developing and implementing international programs, to include preparation and tracking of budgets, strategy development, grant/contract management, reporting, and monitoring and evaluation. 5. Two (2) years of international field experience. 6. Knowledge of the history, culture, politics, and institutions of Pakistan and/or South Asia. 7. Ability to work effectively in a complex, fast-paced, insecure, dynamic environment with minimal direction or supervision. 8. Superior interpersonal and oral and written English communication skills. 9. A mission-oriented perspective. 10. Complete the Contracting Officer Representative (COR) distance-learning course through Foreign Service Institute (FSI) within 120 of arriving at Post. 11. Proven ability to complete Distance Learning (DL) FSI Introduction to Working in an Embassy (PN113) courses within the first six (6) months of assignment successfully. 12. Complete the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610) prior to deployment to Post. Consultations with the INL Program Office may also be required. PREFERRED KNOWLEDGE AND SKILLS 1. A Master's Degree in international affairs, international development, gender/women's studies, criminal justice, law/rule of law, sociology, or political science/public administration. 2. Demonstrated work experience managing projects related to women's policing, gender justice, women's empowerment, or law enforcement in an overseas setting. 3. Knowledge and awareness of the cultural sensitivities of implementing gender-related programming in Muslim societies. 4. Experience working with and building consensus among high-level contacts within the Embassy Country Team, host government, and international donor community. 5. Experience working or coordinating closely with (without dictating to) other relevant US government agencies (e.g., Departments of Justice and Defense, USAID), and locally employed staff. 6. Urdu language expertise. GOVERNMENT-FURNISHED EQUIPMENT: The PSC shall be able to use a furnished with office space, a computer, office telephone, and other supplies needed for job requirements. This property will be owned and maintained by the Department of State DoS. PRE-DEPLOYMENT REQUIREMENTS Complete the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610) prior to deployment to Post. Consultations with the INL Program Office may also be required. EVALUATION FACTORS Factor 1 Professional Working Relationships 35 points Demonstrated experience developing close, forward-leaning working relationships with host-government interlocutors and working with them in a constructive and respectful manner. Demonstrated ability to liaise with members of relevant USG agencies (including but not limited to members of an Embassy Country Team), Host National representatives, and the international community in developing and coordinating police programs, as well as to represent INL in these forums. Factor 2 Program Management 30 points Demonstrated experience in developing, implementing, and overseeing U.S. police assistance programs abroad, including training, equipment, and infrastructure support. Factor 3 Professional Expertise 25 points Demonstrated ability to provide expert police subject matter and policy guidance to senior level policy makers within the Embassy and INL. Factor 4 Past Performance 10 points Evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
