AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is UNAWRD-16-Q-5362 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88. The associated North American Industrial Classification System (NAICS) code for this procurement is 562991 with a small business size standard of $7.50M.This requirement is a [ Service-Disabled Veteran Owned ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2016-05-18 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Port of Tacoma, WA 98421 The MICC Joint Base Lewis McChord requires the following items, Meet or Exceed, to the following: LI 001: Provide cleaning and maintenance services for the removal of approximately 28 cubic meters a week of Sludge from U.S Army vessels docked at Port of Tacoma. Performance to start 30 May 2016 and finish no later than 30 June 2016. See attached Performance Work Statement (in particular paragraph 3.0) for further details. Sludge is measured in cubic meters (1CM = 264.2 Gallons). 4 CM per day x 31 days = 124 CM., 124, Cubic Meters; LI 002: Provide cleaning and maintenance services for the removal of approximately 5000 gallons a week of Black Water from U.S Army vessels docked at Port of Tacoma. Performance to start 30 May 2016 and finish no later than 30 June 2016. See attached Performance Work Statement (in particular paragraph 4.0)for further details. 714 gallons per day x 31 days = 22,134 gallons., 22134, Gallons; LI 003: Provide a 5000 gallon grey water holding tank, and the removal of approximately 250 gallons per day of grey water from the provided holding tank at Port of Tacoma. Performance to start 30 May 2016 and finish no later than 21 June 2016. See attached Performance Work Statement (in particular paragraph 5.0)for further details. 250 gallons per day x 22 days = 5,500 gallons., 5500, Gallons; LI 004: Contractor Manpower Report. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the vehicle husbandry via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Joint Base Lewis McChord intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Joint Base Lewis McChord is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. Personal Identity Verification of Contractor Personnel (Jan 2011) (a) The Contractor shall comply with agency personal identity verification procedures identified in the contract that implement Homeland Security Presidential Directive-12 (HSPD-12), Office of Management and Budget (OMB) guidance M-05-24, and Federal Information Processing Standards Publication (FIPS PUB) Number 201. (b) The Contractor shall account for all forms of Government-provided identification issued to the Contractor employees in connection with performance under this contract. The Contractor shall return such identification to the issuing agency at the earliest of any of the following, unless otherwise determined by the Government; (1) When no longer needed for contract performance. (2) Upon completion of the Contractor employee?s employment. (3) Upon contract completion or termination. (c) The Contracting Officer may delay final payment under a contract if the Contractor fails to comply with these requirements. (d) The Contractor shall insert the substance of clause, including this paragraph (d), in all subcontracts when the subcontractor?s employees are required to have routine physical access to a Federally-controlled facility and/or routine access to a Federally-controlled information system. It shall be the responsibility of the prime Contractor to return such identification to the issuing agency in accordance with the terms set forth in paragraph (b) of this section, unless otherwise approved in writing by the Contracting Officer. (End of Clause) The Government?s obligation under this contract is contingent upon a lease agreement being reached between the Port of Tacoma and the Government. No legal liability on the part of the Government for any payment may arise under this solicitation until/unless an agreement is reached for the purposes of this exercise.
