Description
Inu Teq, LLC has a requirement for Rack Mount Receiver Analyzer. Two (2) each, Quasonix, Inc. QSX-RXAN-3R1D-A1-11 Rack-Mount Receiver Analyzer. This product is required to support a wide range of comprehensive telemetry receiver and Combiner performance tests per RCC standards (required) including bit error rate, noise figure, acquisition time, acquisition threshold, combiner/BSS break frequency, PCM/FM modulation index tests, Space Time Coding (STC) and Low Density Parity Coding (LDPC). In particular is required to test Quasonix generation III receivers. Inu Teq, LLC intends to purchase the items from Quasonix, 6025 Schumacher Park Drive, West Chester, Ohio 45069-4812. In accordance with FAR 6.302-1 - Only one responsible source and no other suppliers or services will satisfy agency requirements. No other vendor builds and supports these test capabilities in one test unit that is engineered and developed for the existing 14 range Quasonix telemetry receivers residing in the DATR. To perform these tests any other way, it would be necessary to buy individual parts of test equipment that perform the various functions supported by this unit. This would drive the cost up unacceptably and the physical space is not available in the existing test rack. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to afrc-rfess-procurement@mail.nasa.gov to the identified point of contact not later than 2:30 p.m. local time on August 6, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
