- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is 10856941 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88. The associated North American Industrial Classification System (NAICS) code for this procurement is 517410 with a small business size standard of $32.50M.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2016-06-06 16:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Frankfort, KY 40601 The National Guard - Kentucky requires the following items, Meet or Exceed, to the following: Base Period of Performance: 07/15/2016 - 07/14/2017 LI 001: Satellite Internet Service that meets the following: 1.4ea - 10 Day a month Broadband Satellite Service Plans 2.Speeds-5Mbps up and 20Mbps down 10 x1 Sharing 3.QOS setup for Voice, Data and Video 4.Shall provide 5 IP Addresses per system, 12, MO; LI 002: Satellite Phone Service that meets the following: 1.4ea DID?s one per system with a CIR 20K 2.DID Long Distance Phone numbers with 1000 Minutes per month 3.Shall provide 4ea phones that provide calling between our systems without the use of the internet or land based telephone network. Separate from DID?s., 12, MO; LI 003: Satellite Virtual Private Network that meets the following: 1.IPSEC Backhaul service-1024kbps, from teleport to Frankfort Ky. 2.Design will be separate from the internet service from teleport. 3.Provider will use their own equipment at the teleport and will configure to link to our Network VPN concentrator. 4.This network will provide a secure link to our network that will provide us with additional 4 digit dialing and access to our network for file sharing and storage. 5.Design of network will be where as if you request an internet site it goes out the internet connection at the teleport not through the tunnel to our network. This will allow our partners access to the internet and not our network., 12, MO; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Guard - Kentucky intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - Kentucky is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. All items must be covered by the manufacturer's warranty. Bid MUST be good for 60 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Shall provide 5 IP Addresses per system B. Phone service 1. 4ea DID?s one per system with a CIR 20K 2. DID Long Distance Phone numbers with 1000 Minutes per month 3. Shall provide 4ea phones that provide calling between our systems without the use of the internet or land based telephone network. Separate from DID?s. C. Virtual Private Network 1. IPSEC Backhaul service-1024kbps, from teleport to Frankfort Ky. 2. Design will be separate from the internet service from teleport. 3. Provider will use their own equipment at the teleport and will configure to link to our Network VPN concentrator. 4. This network will provide a secure link to our network that will provide us with additional 4 digit dialing and access to our network for file sharing and storage. 5. Design of network will be where as if you request an internet site it goes out the internet connection at the teleport not through the tunnel to our network. This will allow our partners access to the internet and not our network. D. Technical Support and Engineering 1. Service provider shall provide a 24/7 customer support with Tier 1, 2, 3 services. 2. Service provider shall be able to troubleshoot network issues from end to end. 3. Must provide on staff Network Engineers to provide high level technical support to repair issues. 4. Any changes to the network and equipment setup that supports the network will be performed by the service provider. Such as the Satellite router and iDirect modems. 5. Must be able to view the network and see bandwidth usage and increase if required. Must be able to support and configure QOS for voice, data, and video transmission. E. Network design 1. Shall provide an iDirect Evolution backbone. Our Satellite modems are the new iDirect X 7 series modems that operate on this platform. 2. Service provider shall have the capability to reallocate and or increase bandwidth for our customers for additional traffic. Must be able to perform this action within 1 hr after notification. Must be able to bill this as a separate cost from the 12 month contract. 3. Must support live video transfer speeds 4. Shall provide selection between 2 satellites. If there is an obstruction on the Satellite shot we can select the other satellite within 5 minutes 5. Shall provide 2 teleport locations- If there is a disrupted at the teleport we can switch to the other teleport without reconfiguration of our routers and switches. Will use the same ip address scheme. 6. Due to location on some of our special events 1 of the satellites must be less than 105 degrees to allow a clear view to the satellite. F. Other 1. 12 Month Service agreement with two option years 2. Teleports must have security to insure the integrity of our Satellite Network. 3. Shall provide the capability for our technicians to see bandwidth usage and health of the network.
