- PWS Logistics and Event Planning http://www.hud.gov/emarc/index.cfm?fuseaction=emar.registerEventSearch&year=2016&month=6&d=3 This is a notification regarding an Industry Day for a Strategic Sourcing Initiative (SSI) for Logistics and Event Planning Services for the Department of Housing and Urban Development (HUD). This is not a request for offers, quotes, or proposals. This notice does not represent a commitment by HUD to issue a solicitation or award a contract. This is a market research tool only. HUD will not reimburse vendors for any expense or cost related to this announcement, or for attending this industry day in person or via webinar or the one-on-one session. Date/Time Friday, June 3, 2016 Industry Day Session 10:00 a.m. to 12:30 p.m., registration begins at 9:00 a.m. One-on-one sessions will be held 1:30 p.m. to 3:30 p.m. Location Primary Location : HUD Headquarters, Auditorium A and B, 451 7th Street SW, Washington, DC 20410 Secondary Location : The Industry Day portion will also be broadcast via webinar. A link will be provided at a later date. Deadline Registration closes at noon EST on Tuesday, May 24, 2016. See specifics below with regard to registering for one-on-one sessions. General Information On June 3, 2016, HUD will host an Industry Day session between HUD personnel and Logistics and Event Planning service vendors as part of an ongoing project to define the potential requirements for an enterprise-wide strategic sourcing contract vehicle. Purpose Key to successfully structuring these services will be our ability to tap the creativity of the private sector. The intent of this Industry Day is to solicit best practices and ideas from all stakeholders. The concepts and ideas emerging from this forum may be used by HUD as part of the overall plan for implementation of the new process. Please note that this Industry Day is being conducted to obtain best practice information and is not a pre-proposal conference for the planned procurement. HUD's intent during this session is to solicit feedback from industry on the proposed model, stakeholder requirements, and other pertinent issues to assess viability of the model and its requirements, including: •Allow vendors to bring capabilities and creative solutions to HUD before final development and potential issuance of requirements. •Begin a collaborative dialogue between HUD and industry regarding HUD's Logistics and Event Planning needs. Background During FY 2015, HUD performed extensive research into Departmental spend for infrastructure type services. Nine categories were identified as ripe opportunities for strategic sourcing through: •Existing Federal Strategic Sourcing Initiative contract vehicles; •Other Government-wide strategic sourcing contracts; •Centralization of spending under existing enterprise-wide contract vehicles; and •Development of enterprise-wide strategic sourcing vehicles specifically structured with data requirements to drive further efficiencies. It is envisioned that these efforts will lead to leveraging economies of scale, increased transparency into Departmental spending habits and direct propulsion of business process re-engineering and behavioral management. The primary objectives are to: •Minimize the Total Cost of Ownership of procured goods and services; •Utilize business intelligence to better support overall decision making and performance management; •Establish mechanisms to increase savings, value, and socio-economic participation; •Identify and replicate best practices; •Learn lessons applicable to future strategic sourcing efforts at the agency level; and •Substantially reduce unnecessary duplication of acquisitions within the Department. As part of HESSI, a multi-organizational team within HUD identified the requirements for HUD's Enterprise-wide Strategic Sourcing Initiative for Logistics and Event Planning. The draft Performance Work Statement (PWS) included in this announcement is intended to provide interested vendors the necessary background and requirements as they relate to these services. Currently, HUD's acquisition of Logistics and Event Planning is decentralized and acquired using multiple acquisition strategies. Generally, Logistics and Event Planning requirements below the micro purchase threshold are typically acquired using the Government-wide Purchase Card. Logistics and Event Planning services that exceed the micro purchase threshold are procured by means of purchase orders, and/or task orders issued against Indefinite Delivery Indefinite Quantity contracts, or by new contracts. As a result of this decentralization, it is difficult for HUD to monitor or manage agency spend, leverage economies of scale, or ensure compliance with the various acquisition instruments in use. As part of HESSI, HUD's Logistics and Event Planning requirements are expected to be centralized at HUD and acquired through this strategic sourcing contract vehicle to the maximum extent possible. Various built-in discount trigger points are expected to drive cost efficiencies. HUD intends to facilitate competition and promote maximum opportunity for small business participation. SESSION DISCUSSION TOPICS Below are some of the topic that HUD will address during the market research session: • Logistics and Event Planning Scope overview. • Constraints •Industry role and expectations • Tentative timeline for a potential procurement. HUD requests feedback, comments, and recommendations on the draft PWS. Respondents are encouraged to think broadly about how to best achieve the desired services. Vendors should come prepared to discuss their unique solutions and service differentiators. Registration There is no registration fee and all stakeholders are eligible to attend this event. Capacity at HUD Headquarters is limited to 100 attendees so please limit attendance to two representatives per company. To register for the Industry Day session, please see link below for HUD's EMARC registration system. Veors must register no later than noon EST on Tuesday, May 24, 2016. Please ensure that the following is included in the registration: • Vendor name •Business Size (if small, please indicate type of small business) •Name of attendee(s); limited to two attendees per company •Telephone numbers; •E-mail addresses; •Attending in person or via webinar? •Do you wish to attend the one-on-on session? One-on-One Session HUD will conduct 10 minute one-on-one sessions from 1:30 p.m. - 3:30 p.m. at HUD Headquarters building in Washington DC after conclusion of the Industry Day information session to provide attendees with the opportunity to briefly discuss any best practices that would be beneficial to HUD for this requirement. HUD staff will not be providing additional information or answering requirement questions during the one-on-one sessions. Due to staffing constraints, the one-on-one events are available for HUD HQ attendees only. HUD does not guarantee that all session requests will be scheduled. Please note that there are a limited number of time slots available for one-on-one events. These events will be reserved on a first-come, first-served basis, so interested parties should register early to ensure a time slot. Once the times have all been reserved, the Federal Business Opportunity notice will be revised to indicate that no other times are available. To reserve a time slot please send an email to Jennifer.l.mcgivern@hud.gov. Once reserved, you will receive a confirmation email notifying the reserved slot time. Anyone who was unable to attend can submit their suggestions/information through email to Jennifer.l.mcgivern@hud.gov no later than noon EST, June 8, 2016. This written information must not exceed ten (10) pages. All vendors should mark each page believed to contain corporate sensitive information withthe note "Proprietary Information." Materials should be based on the information contained in this announcement and any other relevant information the vendor thinks is appropriate. Subject on email should read: "Market Research Materials from [VENDOR NAME] for Logistics and Event Planning". Any exchanges of information shall be consistent with procurement integrity requirements (see FAR 3.104). Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. The responses from this RFI may be used to assist the Government in developing requirements for a future procurement. For networking purposes HUD plans to share the name of participating vendors and their representatives' contact information on Federal Business Opportunities. Questions from Industry Vendors may submit questions regarding the draft Performance Work Statement (PWS) in advance of Industry Day to jennifer.l.mcgivern@hud.gov NLT 1:00 P.M. May 23, 2016. Vendors will also be allowed an opportunity to ask additional questions during Industry Day. Building Security Requirements Industry Day participants must have a valid Government ID to access the HUD facilities. Note: Security at HUD HQ requires the last four digits of the attendee'svisitor's social security number and their date of birth. Please contact jennifer.l.mcgivern@hud.gov to provide this information. Participants should arrive early enough to pass through Government security and arrive at the auditorium prior to 10:00 a.m. Visitors wishing to enter HUD buildings must present a current photo identification card (valid driver's license, military ID, work related ID non-government, passport, etc.) before entering. In HUD headquarters, visitors must present this identification at the NE and SE lobby security reception desk. A visitor pass will be issued and must be visible at all times. All visitors must have an escort and pass through the magnetometer and have their packages X-rayed or inspected by the security staff. The HUD Visitor's escort will be called and required to come to the guard station and sign the roster for visitors, before they are permitted into the building. Note: Visitors with state IDs from Missouri, Minnesota, Washington, Illinois, and United States territory, American Samoa are required to use a different form of identification. The attendees from the above states and territory must present another form of ID such as: • Driver's license issued by the US Department of State • State buildings photo identity cards (PIV card) • U.S. passport • U.S. passport card • DHS trusted traveler cards (Global Entry, NEXUS, SENTRI, FAST) • U.S. military ID (active duty or retired military and their dependents, and DoD civilians) • Permanent resident card • Border crossing card • DHS-designated enhanced driver's license • Airline or airport-issued ID (if issued under a TSA-approved security plan) • Federally recognized, tribal-issued photo ID • HSPD-12 PIV card • Foreign government-issued passport • Canadian provincial driver's license or Indian and Northern Affairs Canada card • Transportation worker identification credential • Identification card issued by local government (including county or city) containing a photograph, name, and expiration date • University, library or school card containing a photograph, name, and expiration date
