Description
The FAA is seeking competent and qualified contractors to repair roofs, refurbish cones and perform other miscellaneous work at four VOR ™s (Very high frequency Omnidirectional Range) located in Missouri. (COU VOR-Columbia, MO, VIH VOR-Vichy, MO, HLV VOR- Hallsville, MO and SHY VOR- śSunshine VOR ť - Linn Creek, MO). Work will include, but not be limited to the following: COU and VIH VOR ™s: 1.Remove and temporarily store the 16 monitor antenna ™s mounted around the roof perimeter. 2.Remove and discard the existing EPDM edge termination metal. 3.Remove existing EPDM membrane and insulation down to existing steel decking at COU and to steel counterpoise terne plate at VIH. 4.Sand, prime and paint existing curved steel fascia to match existing color at COU. 5.Scrape, prime and paint fascia and underside of counterpoise roof at VIH. 6.Remove antenna cone and set it aside in a corner of the plot as designated by the COR. The antenna shall be secured on wood supports and tied off as needed to prevent damage. 7.Prep/paint antenna cone and 16 monitor antenna housings. 8.Remove and discard any existing ladder tie downs both sites and supply a LeveLok LSS-150 ladder safety strap (or approved equal) and matching storage bag to be kept in each VOR. Supply an additional 35 ™ length of 1 ť cargo webbing for each to match the LeveLok webbing to use to reach around the cone circumference. 9.Remove existing obstruction light from cone at COU and install new Govt. furnished LED obstruction light (Dialight Model 860-1R01-002). (Note: Conduit up to obstruction light must be PVC). 10.If the antenna cone has an interior convenience outlet mounted flush with or on top of the floor surface, install an extension box/ring as needed (and pull new wires if necessary) to allow the new roof membrane to turn up and be terminated against the side of the box extension per roofing manufacturer standard termination details. Reinstall outlet in extension and install a new exterior type weatherproof outlet cover/cap. 11.Install new wood curb, edge nailers, plywood underlayment inside cone at COU, and a fully adhered Firestone Platinum (or approved equal) 90-mil EPDM roofing system with 30-year PHW NDL warranty. Terminate membrane inside cone against VOR antenna conduit mounts. Install roof drain inside of cone door. 12.Re-install antenna cone, apply sealant in all bolt holes, to bolts above and below bolt head, to both inner and outer edge of cone base between new membrane and flange, and re-install monitor antennas. Supply new mounting bolts of sufficient length to penetrate thru new curb and into wood decking (VIH) and through steel framing/channel below steel decking (COU). 13.Remove and replace water damaged interior ceiling panels at VIH. Provide/install 4 4 ™x8 ™sheets of Masonite panels and edge trim in 5 locations and paint to match existing. 14.Prime and paint existing wood bollards/door stops at COU. 15.Clean and restore sites to original condition. SHY and HLV VOR ™s: 1.Fiberglass Door and Gasket Repair: a.Inspect perimeter of cone door flange and remove excess paint/sealant back to original fiberglass as necessary to eliminate any hidden channel/openings. b.The existing door gasket material shall be removed along with existing adhesives. Install an automotive trunk weatherstrip to form a new gasket to seal the access door. The gasket shall be an Au-ve-co #4743, or equal and shall be installed in a continuous piece with one joint centered at the bottom of the door. Adhere the gasket to the door using a commercial adhesive specifically manufactured for the substrate and gasket materials and having a wide temperature range to withstand exposure to cold and hot weather extremes. The existing access door shall be removed, reinstalled, and adjusted to fit the opening properly while making firm and uniform contact with the gasket at all points on the door. The FAA will provide new hinges and nylon bolts to be used for this portion of the work. During installation of the new bolts and hinges, the contractor shall apply sealant to the back faces of the hinges as well as to the bolt holes, bolts, nuts, and washers before assembly to assure a complete seal for each penetration thru the cone. Upon completion of the repairs, inspect the door seal from the inside with the outer latches engaged to check for gaps that allow in exterior light, followed by water testing with a water spray from all directions to ensure a correct and fully watertight fit. Spray-test the bolts/hinges as well to verify no water infiltration thru bolt penetrations. 2.Sanding/Power Washing Cone: (Cone surface area is approximately 425 sq. feet). Sand entire surface with 50-grit aluminum oxide sand paper. Following sanding, power wash the cone surface using a 1500 psi power washer. No water source is available at the site so the Contractor shall supply his own water tank (based on past work at other sites, estimate 15-20 gallons of water to wash the cone.) 3.Sanding Monitor Antennas: Prep the entire surface of each monitor antenna housing by hand with 50-grit aluminum oxide sand paper. 4.Solvent: After new cone flashing install and prep/rinsing of monitor antennas, wipe down all surfaces to be painted with Sherwin-Williams K54, or equal solvent. 5.Caulking: Before painting, all areas of joint sealant/caulking on the cone shall be removed and replaced with new sealant by the Contractor. Caulking shall be premium grade high-performance moisture cured, Non-Sag polyurethane-base, elastomeric sealant such as Tremco Dymeric, as manufactured by Tremco, Inc. or equal. Joint surfaces shall be cleaned/prepared as recommended by the sealant manufacturer. 6.Painting: Before painting the Contractor shall cover and protect the roofing membrane and flashing on and adjacent to the cone and monitor antennas to protect from paint drips/splatter. Once the cone/monitor antenna surfaces are clean and dry, apply 2 coats of Sherwin-Williams Epoxy (polyamide) Tile-Clad High Solids (2.5 - 4.0 mils dft/ct), or equal paint with a 3/8 ť nap roller. Mix per manufacturer ™s instructions and do not reduce. Do not apply material beyond the recommended pot life. Paint shall be gloss white in color and shall be applied in temperature/weather conditions as recommended by the manufacturer. Paint shall be allowed to dry/cure a minimum of 6 hours between application of the 1st and 2nd coat. Allow 2nd coat to cure overnight and then apply one coat of Sherwin Williams Hi-Solids Polyurethane (3-4 mils dft). 7.Interior cone bolt and flange sealing: Remove the nuts/washers from the cone mounting bolts in the building above the ceiling panels for one cone section at a time and back out the bolts above to apply clear 100% silicone sealant to the opening, and underside of washer/bolt head to force additional sealant into the opening as the bolt is reinserted. Reinstall interior washers/nuts and coat top of bolt/washer with sealant and repeat to complete all sections. Wire brush edge of fiberglass cone and steel floor panel and shop vac to remove loose material. Wipe/wash both surfaces with denatured alcohol and then apply a 100% clear silicone sealant to prevent water from traveling below the cone flange. 8.Replace existing ceiling tiles: Remove existing ceiling tile and supply and install new tile in the existing grids. Tile shall be a USG Ceilings Radar or approved equal 2 ™x4 ™ tile with non-directional pattern. Supply an additional full box of tile to be left at the site to be used as spares. 9.Clean-up: After the satisfactory completion of the above work and before leaving the site, the contractor shall clean up and dispose of/remove all trash, refuse, excess material, etc. leaving the site in its original condition. Additional requirements for HLV VOR: 1.Firestone Roofing Cone Flashing Removal: Per Firestone Building Products requirements for maintaining the existing roofing warranty, engage a certified Firestone roofing installer to remove the existing flashing and membrane on the side of the HLV antenna cone down to the roof deck level. Clean the newly exposed cone surface by sanding/grinding/etc. to remove the remaining adhesives, sealant, and any paint down to the fiberglass surface being careful not to damage or reduce the fiberglass thickness. Provide a Firestone approved detail for installation of the new flashing and install flashing/form flash/batten strip and edge treatment per manufacturers detail directly to the prepped fiberglass surface. 2.Roof membrane low/soft spot: Inspect and remove the existing Firestone walkpad to the left of the door that appears to be in a low spot and the insulation board below seems to be soft. Inspect the EPDM membrane for punctures and a portion of the membrane if necessary to inspect underlayment for water damage. Replace damaged underlayment if necessary (up to 4 square feet) and re-seam/seal EPDM membrane. All work shall be done by Firestone certified installer to maintain the existing warranty coverage. The contractor shall comply with all procedures, rules and regulations of the facility authorities including limitations on equipment, allowable work hours, and other issues to ensure uninterrupted operations. Other Special Requirements: 1.Work may only be performed at one site location at a time. Outages for the start of work must be scheduled a minimum of 30 days in advance and approval is dependent on weather conditions and operational considerations of other VOR facilities. Equipment at a site will have to be certified and returned to service by the FAA prior to receiving approval for a shutdown at the following sites. 2.Repair work on the HLV VOR roof must be performed by a Firestone approved roofer to maintain the existing 30 year warranty All work shall be in accordance with the plans and specifications provided with the solicitation package. 1.This project is set aside for all small business concerns. 2.The North American Industry Classification System (NAICS) is 238160, roofing contractors. The small business size standard is $15.0 million. 3.The project magnitude is between $100,000 and $250,000. 4.The date, time, meeting location, and point of contact for the site visit will be provided with the solicitation package. 5.The contractor receiving award is expected to perform at least 15% of the work utilizing their own employees. 6.Contractors must have an active registration in System Award Management (SAM) before award can be made. Contractors can register at www.sam.gov/. AN OFFEROR MUST MEET THE FOLLOWING GO/NO-GO CRITERIA IN ORDER TO RECEIVE A SOLICITATION PACKAGE: a.Using the Past Experience/ History form (Attachment #1), provide a listing of at least three past or current contracts/projects your firm performed for VOR roof replacements that included the removal and reinstallation of the fiberglass antenna cone. Additionally provide a listing of at least one past or current contract/project your firm performed for repair or replacement of terne plate counterpoise. Offeror shall identify the contracting agency, (FAA, Other Federal, State, local governments, and private). You must provide the contract number or project identifier, which includes a reference point of contact and his/her current email and phone number. b.Complete and return the Business Declaration form (Attachment #2) and Document Security Notice to Prospective Offerors form (Attachment#3). c.A letter from your financial institution, dated within the last 30 days that indicates you have adequate financial resources or a line of credit sufficient to finance this project. To be considered adequate the letter should indicate that you maintain six figure bank balance or more or have a line of credit sufficient to finance a six figure project. In addition, provide the financial institution name, address, telephone number and contact person. If required by your financial institution, please provide a separate statement, executed by an authorized representative of your firm, providing the FAA written authorization to verify financial information, to include account balances, with your financial institution. The information provided will also be used as part of the responsibility determination. FAILURE TO SUBMIT ALL REQUIRED INFORMATION WILL DEEM THE REQUEST FOR SOLICITATION AS NON-RESPONSIVE.
