This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is VA250-16-Q-0295 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87. The associated NAICS code is 333922 Belt conveyor systems manufacturing and small business size standard is 500 employees. This is a total small business set-aside. The requirement is for a Storage Conveyor for the uniforms of approximately 3000 Louis Stokes Cleveland VA Medical Center employees. Delivery location is the Louis Stokes, Cleveland VA Medical Center, 10701 East Boulevard, Cleveland, OH 44106-1702. This announcement constitutes the only solicitation; a formal, written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-87. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. Our medical center has over 3,000 employees that need care for their uniform on daily bases. To accomplish this need the medical center is looking for at least a 32" Track Centers, to provide sufficient spacing so not to "bunch" the storage garments at the bends of the conveyor and should have at least Double Yokes to permit loading of up to 60# per frame. This project shall serve all uniform needs for the whole hospital including main, cares towers, CBOCs, dialysis and outpatient surgery center. We are looking for a standard and reliable manual issue of uniforms system, with a proven design and concept. Reliability and longevity are key to the evaluation of this requirement. Specifications: Shall include 32" Track Centers Shall provide sufficient spacing so as not to "bunch" the storage garments at the bends of the conveyor and separate the garments so as not to rub against each other. Shall include Double Yokes Shall permit loading of up to 60# per frame Frames should be of steel construction and should include Ten (10) slot, stamped steel, 12" pitch, 1.2 pounds each for 500 lb. hanging strength. Should include a heavy duty inverter drive with dynamic brake The drive unit should be at least 1 HP, 1-60-120 Volt unit with single phase power. Controller shall allow smooth starting and stopping, which can be easily adjusted. Shall include Automatic Keyboard Control Keyboard control shall automatically send a signal that starts and stops the conveyor at a designated position when the required slot number is entered. The conveyor shall rotate either clockwise or counter-clockwise, traveling in the shortest route to the picking location. Package pricing shall include the full "turnkey" package as typically required for hospital installations. Wall construction, service counter, electrical provision and other services shall be provided by the facility or the construction contractor. Contractor shall coordinate to provide a turnkey system and training. All hardware should include multiple conveyors with sufficient capacity to accommodate a stated user base of 3000 employees. In addition to price, offers were be evaluated on technically meeting the Governments requirement, and delivery and installation schedule. In addition to completing the cost/price schedule, contractors shall provide sufficient data/brochures to allow the Government to complete a technical comparison of the items offered to meet the Government's requirements. Failure to do so will result in an unacceptable offer. A proposed delivery/installation schedule is to be provided.
