- Synopsis In accordance with FAR 5.2 - Synopses of Proposed Contract Actions, The 99th Contracting Squadron will be soliciting a Request for Proposal (RFP) for Joint Terminal Attack Control Close Air Support Training (JTAC CCAS Training) requirement for Nellis Air Force Base, 6th Combat Training Squadron. The JTAC CCAS Training contract will be a Non-commercial Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for Close Air Support (CAS) training services. The purposes of the CAS sorties is to support Joint Terminal Attack Control (JTAC) Qualification Course (QC) students and instructors with live aircraft controls. Each mission will be no less than 60 minutes Time-on-Station (TOS). Aircraft support will be conducted within the continental United States (CONUS). The Contractor's responsibilities will consist of operating, maintaining, and performance of tactically-relevant aircraft for CAS sorties in support of training for the 6th CTS. For the purpose of this requirement, tactically-relevant aircraft are aircraft that meet the requirements of the Performance Work Statement and include but are not limited to the Alpha jet, A-4, L-39, L-59, BAC-167, MB-339, L-159E, AT-6, A-29 Super Tucano, TMK1 Shorts Tucano or other derivative, IAR 823 Brasov, SIAI-Marchetti SF260, or OV-10. The Contractor shall attend and conduct face-to-face mission briefs and de-briefs. The Contractor shall also provide training and feedback to CTS staff and students to facilitate CTS training. Task orders will provide a vehicle for execution of Live and Dry CAS services. Dry services will not employ any munitions while Live will employ BDU-33 drops and a strafe mission. Only BDU-33, 7.62mm, and.50 caliber ammunition will be supplied by the Government. Period of Performance and Magnitude: The maximum programmed amount (potential price of all task orders issued to the awardee) is not to exceed $12.5 Million. The period of performance is for two (2) years with each contract year being an ordering period. The clause 52.217-8 - Option to Extend Services will be included in the solicitation allowing up to 6 months of additional services beyond the two year contract. The individual task orders are estimated to be between $240,000 and $500,000 depending on the awardee's hourly price and the amount of flying hours ordered per training session. The 6th CTS anticipates flying 750 to 1,000 hours total of Live and Dry CAS. This will be a Competitive Small Business set-aside limited to qualified/eligible small businesses. The applicable North American Industry Classification System (NAICS) code for this acquisition is 481219 - Other Nonscheduled Air Transportation. This U.S. industry comprise establishments primarily engaged in providing air transportation with no regular routes and regular schedules (except nonscheduled chartered passenger and/or cargo air transportation). These establishments provide a variety of specialty air transportation or flying services based on individual customer needs using general purpose aircraft. The applicable Size Standards in millions of dollars is $15.0 Million. The Government intends to award one contract under this program. Upon successful award of a contract, the Contractor must make their facilities, aircraft, and operations available to inspection to the United States Government (USG) Technical Airworthiness Authority (TAA) for review. Contract performance is on condition upon the acceptance of risk and the issuance of a Military Flight Release (MFR) and placed under a Public Aircraft Operation (PAO). Award will be made on the basis of best value utilizing Performance Price Tradeoff source selection procedures with technical acceptable offerors where past performance is approximately equal to price. It is anticipated that the solicitation will be issued electronically on or about 31 May 2016, on the Federal Business Opportunities (FBO) web page. Paper copies will not be available. The previous solicitation number FA4861-16-R-C004 has been rescinded and the new solicitation number will be FA4861-16-R-B002. This notice will be published on both solicitation pages on FBO for maximum exposure. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. Any prospective contractor must be registered in the System for Award Management (SAM) database in order to be eligible for award.
