Description
The Aviation Integration Directorate (AID), on behalf of the U.S. Special Operations Command (USSOCOM), is conducting market research to identify sources interested in participating in a no-cost flight demonstration of expeditionary beyond line of sight (BLOS) capable Group III Tactical Unmanned Aircraft Systems (TUAS). The objective of this demonstration is to collect and analyze information about non-developmental, production ready BLOS Group III TUAS. The BLOS TUAS should be at a level of maturity, Technology Readiness Level (TRL) 8, as defined by DoD Technology Readiness Assessment (TRA) Guidance, April 2011, to enable a rapid transition from system demonstration to operational implementation in a tactical environment. Inherent in this request is the ability to attain a commensurate level/category of airworthiness approval within approximately four months of successful flight demonstration to support follow on operational assessments. A commensurate level/category of airworthiness in this context can be described as a Level 3 (or greater) qualification, as described in AE 70-62-1-UAS for the Army Aviation Engineering Directorate (AED) or similar level/category from a recognized airworthiness authority, e.g. Naval Air Systems Command (NAVAIR) Airworthiness Office (Air-4.0P) or Federal Aviation Administration. This Request for Information (RFI) is the continuation of market research under Federal Acquisition Regulation (FAR), Part 10, and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The information collected may be used by the Government to explore acquisition options and strategies for possible approaches within the military. All information received in response to this RFI that is properly marked as "proprietary" will be protected as proprietary information. Such information will be reviewed by a team comprised of Government as well as contractor personnel hired to provide technical assistance for the Government's preparation of an acquisition strategy. All members of the team will be reminded of their obligation to protect such information to the maximum extent permitted or required by the Economic Espionage Act, 18 U.S.C. 1831 et seq., and other applicable statutes or regulations. In addition, Government members will be reminded of their obligations to afford protection under the Trade Secrets Act, 18 U.S.C. 1905. All contractor members are required to protect the information by the terms of their contracts. The Government will make a determination whether or not contractor personnel have organizational conflicts of interest that could adversely affect protection of the information. The Government shall not be liable for, or suffer any consequential damages, for any proprietary information not properly identified. The Government has a supplemental information packet for this RFI with detailed instructions to participate in the no-cost flight demonstration. Interested sources who meet the minimum requirements stated below may review and provide comments/questions which will be addressed at a government hosted industry day. The supplemental information packet is available upon request to interested sources who assert their Group III TUAS BLOS system is a TRL of 8 and are certified under the Defense Logistic Agencies (DLA) Joint Certification Program (JCP) in accordance with DoD Directive 5230.25. For sources not currently possessing an approved DD Form 2345, such sources must review the JCP web site and follow the submission instructions, http://www.dlis.dla.mil/jcp/Default.aspx. The supplemental information packet is available: (1) upon submission of a copy of the JCP approved DD Form 2345, (2) along with a brief system description including an overview of system specifications, and (3) assertion of TRL; to the Contract Officer and Contract Specialist, Ms. Hilda Fowler and Ms. Nannette Benitez, at email, hilda.e.fowler.civ@mail.mil and nannette.benitez.civ@mail.mil. The Government will host an industry day in the Williamsburg, VA area during the week of 30 May 2016. Interested sources eligible to receive the supplemental information packet are invited to attend the industry day and must provide intent to attend along with the names of attendees and duty titles (maximum of five attendees per vendor) via e-mail to Nannette Benitez and MAJ Mark Cleary at nannette.benitez.civ@mail.mil and mark.j.cleary4.mil@mail.mil by 0900 EDT, 26 May 2016. The industry day event will serve as a forum for interested vendors to address any concerns, receive additional background information on the RFI, and discuss the details of the no-cost flight demonstration. Due to the short lead time to flight demonstration, and significant time required to support safety reviews and coordinate participation, vendors are highly encouraged to attend the industry day, otherwise the vendor will not likely be able to participate in the flight demonstration. Respondents are advised to submit open forum and one-on-one questions via email to Nannette Benitez and MAJ Mark Cleary at nannette.benitez.civ@mail.mil and mark.j.cleary4.mil@mail.mil no later than 0900 EDT, 26 May 2016 to be addressed in this forum. Verbal questions will not be accepted in the open forum discussion at industry day. The industry day agenda will cover the following topics in an open forum: government team introduction, overview of the system requirements, discussion of the RFI and review process, and overview of the no-cost flight demonstration. Immediately following the open forum discussion, each vendor will be given an opportunity to meet one-on-one with the Government team to discuss any unique vendor specific questions/concerns. All vendors will be limited to a maximum of five attendees. DISCLAIMER AND NOTICE: This is NOT a solicitation for proposals, applications, proposal abstracts, or quotations. Per FAR clause 52.215-3: (a) The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the FAR. (b) Responses will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of obtaining knowledge and information for project planning purposes only. This announcement is for informational and planning purposes only and should not be construed as a commitment by the Government. Respondents will not be notified of the results of any review of this RFI; however, clarification of submissions may be requested by the Contracting Officer. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this RFI or any subsequent issued RFP, if any. Responders are solely responsible for all expenses associated with responding to this inquiry.
