Description
This is a "Sources Sought Notice" for Market Research targeting "Design-Build Construction" Only. No award will be made from this notice. No solicitation, specifications, or drawing are available. Do not request a copy of a solicitation. Respondents will NOT be notified of the results of this notice. No reimbursement will be made for any costs associated with providing information in response to this "Sources Sought Notice" or any follow-up information requested. This Notice is published to gain knowledge of technically qualified Small Business "Design-Build" construction contractors that are interested in and capable of performing the Architectural and Engineering and construction Services detailed below. Project Description: The General Services Administration (GSA) proposes design and construction of a New Federal Courthouse Annex of approximately 46,000 gross square feet, including 25 parking spaces, to the Tomochichi Federal Building and Courthouse at 125 Bull Street in Savannah, GA. The Annex will house general office type functions and court functions including a courtroom. Estimated Construction Cost range is approximately $18 to $23 million. The facility will be constructed in a national historic district and the designs will be subject to an external review by the State Historic Preservation Officer and also by the Savannah Historic District Board of Review. The facilities design will incorporate all aspects of GSA's Design Excellence Program. Under this program GSA seeks to continue the legacy of outstanding public buildings and commission our nation's most talented architects, Landscape architects, interior designers, engineers, and construction professionals to design and construct federal facilities of outstanding quality and value. The scope of professional design and construction services for the new Annex, United States Courthouse construction, will require at a minimum: professional architectural, landscape architectural, engineering, Historic Preservationist, interior design, and related consulting services to produce concept, design development and construction documents, specifications, cost estimates, schedules, value engineering services, life cycle costing, space planning, building information modeling (BIM) and construction phase services for a facility that includes working with the State Historic Preservation Officer and sustainable high performance green building (High Performance Green Building), systems and features. The new Annex Building, for the Tomochichi, United States Courthouse project must be designed to meet the energy goals established by GSA, and will be designed to achieve LEED Gold certification. It will incorporate independent total building commissioning as defined in the GSA design guides. The project is also to include GSA design standards for secure facilities; conformance to the P100 (Facility Standards for Public Buildings) 2016 Edition, Federal Courts Design Guide, customer agency requirements, and meet all Executive order including those for energy, climate change, historic preservation, and sustainability. Capability Statement: Interested Small Business concerns must provide capability statements that include at least three (3) examples of new construction or multi-story facility completed in the past seven (7) years valued at least $20,000,000 and consisting of at least 30,000 square feet in which your firm served as the primary Design Build contractor. Similar projects include Class A office space (Building Owners and Managers Association (BOMA), Most prestigious buildings competing for premier office users with rents above average for the area. Buildings have high quality standard finishes, state of the art systems, exceptional accessibility and a definite market presence), or similar judicial (federal, state, local) construction. Details of three (3) Courthouse projects completed within the last ten (7) years that are relevant to the work that will be required under this project. Firms must include the following information for each of the three (3) similar projects. a. State whether the firm acted as the Prime Contractor or Subcontractor. Also include the services covered under your contract (e.g., commissioning services and cost estimating services). b. Dates for the three (3) projects and project references. c. Project cost, performance period, and complexity and/or type of project. d. Extent of interaction and coordination with the State Historic Preservation Officer. The submittal shall be no longer than three (3) pages and shall also include the following information: 1. Company name, address, point of contact with verifiably correct telephone number and email address. 2. Company business size, including any official teaming arrangements as a partnership, Contractor Teaming Arrangement (CTA) or joint venture. Company documentation shall include verifying status (if any) as a certified 8(a) small business, women-owned small business, small disadvantaged business, Historically Underutilized Business Zone (HUB) zone small business, service disabled veteran owned small business, or veteran owned small business. 3. The Prime contractor must be able to obtain at time of the solicitation Bid Guarantee, and therefore, Payment and Performance Bonds in accordance with FAR Part 28, in aggregate amount of approximately $23M. NOTE: Comments will be shared with the Government and the project management team, but otherwise will be held in strict confidence. Failure to submit all information requested may result in a contractor not being considered as an interested concern.
